Draghi Delivers The Bazooka: ECB Announces Surprise Refi, Marginal Rate Cuts; Boosts QE To €80BN, Adds IG Bonds
Well, the people wanted a “bazooka-sized” surprise from Draghi, and they got it.
Moments ago the ECB announced not only a 10 bps cut to the deposit rate expected pushing it to -40%, but also announced a 5 bp rate cut to the refinance (pushing it to 0.00%) and the marginal lending rate (now at 0.25%), and also boosted QE by €20bn to €80 billion per month, the addition of afour new targeted TLTROs each with a maturity of 4 years, but the most surprising announcement was that the ECB would also for the first time include investment grade euro-denominated bonds issued by non-bank corporations along the list of assets that are eligible for regular purchases.
In other words, Draghi finally delivered his bazooka.

A 16 year old Afghan migrant to Sweden has been sentenced to juvenile detention after he burned down his migrant accommodation, which had dozens of other minors and government staff in at the time. The young man had told staff there if they didn’t buy him candy, he’d “destroy everything”, yet despite the threat was still allowed to carry a cigarette lighter, reports Aftonbladet. Days later, he building was razed to the ground.
The court heard how the boy had been extremely violent toward staff, throwing plant pots at them and attempting to extort money. It is reported that before he set the fire, the migrant also cut the cables to the smoke detector, and the building was completely destroyed.

An “African” man who violently assaulted a woman in Sweden in December is being prosecuted for attempted rape and aggravated robbery. The 27 year old reportedly struck his female victim from behind and beat her “excessively” around the head and face, leaving her with skin abrasions and a shattered nose.
The woman passed out due to the beating she received, but that didn’t stop the man continuing to punch and kick her, and attempting to rape her. It isn’t clear whether he succeeded but the woman was admitted to hospital with “semen on her underwear”, reports Aftonbladet. The man was arrested when, two days later, he used his victim’s bus pass and was caught on security camera.

A man reported to have previously known to police has been shot dead in a parked car in Malmo, the migrant crime hotspot city that has been the focus of frequent reports by Breitbart London. Witnesses heard at least three “bangs” and the driver-side door was observed to have been “shot to pieces”.
The deceased is reported to have been a resident of trouble-spot Rosengard, where Swedish police recently built a new station after discovering the old structure was insufficiently bomb and bullet proof. Speaking to Expressn, one resident said after the latest shooting: “The area does not feel safe… I myself am not scared, but my wife does not go out after dark”.

Men described by the lifeguard as “of Arab origin” molested two girls aged 12 and 17 in a hot tub in full view of other bathers, reports Die Welt. The girls are both mentally handicapped and were in the hot tub alone at the time.
The perpetrators were told to get out by a lifeguard but fled the scene before police could arrive. Police are currently searching for witnesses to help identify the suspects.

The number of children in the UK prescribed anti-depressants increased by more than 50 per cent between 2005 and 2012, according to a new study.
The World Health Organisation (WHO) said the use of the drugs to treat young people was a concern, the BBC said.

Someone at the New York Fed messed up.
On February 5, Bill Dudley was “penetrated” when “hackers” (of supposed Chinese origin) stole $100 million from accounts belonging to the Bangladesh central bank.
As we reported on Tuesday, the money was apparently channeled to the Philippines where it was sold on the black market and funneled to “local casinos” (to quote AFP). After the casino laundering, it was sent back to the same black market FX broker who promptly moved it to “overseas accounts within days.”
Obviously, that’s hilarious, not to mention extremely embarrassing for the NY Fed. Here’s what the Fed had to say yesterday about the “mishap”:

Following a meeting with EU Health Commissioner Vytenis Andriukaitis on Friday, French Minister of Ecology Ségolène Royal has announced that France will vote against the EU re-licensing of glyphosate, the world’s most used herbicide.

Six environmental NGOs (Global 2000, PAN Europe, PAN UK, Generations Futures, Nature et Progrès Belgique and Wemove.EU) from five European countries filed Wednesday a formal legal complaint against those responsible for the assessment of glyphosate in Europe, for denying the probable carcinogenic effects of the chemical and getting its European market license renewed.
In March 2015, glyphosate was classified by the International Agency for Research on Cancer (IARC) as a probable human carcinogen. But in Europe, the German Federal Institute for Risk Assessment (BfR) – acting as a Rapporteur for the European Commission – and the European Food Safety Authority (EFSA), approved the industry’s application and proposed to classify glyphosate as “non-carcinogenic”. The 2009 EU pesticides law (1107/2009) forbids active substances which can cause cancer from being used as pesticides but now the green light has been given for glyphosate’s re-approval in Europe.
