Extreme measures: There are more than 1,000 laws which give officials the right to enter private property

The march of the Big Brother state under Labour was highlighted last night as it was revealed that there are now 1,043 laws that give the authorities the power to enter a home or business.

Nearly half have been introduced since Labour came to power 11 years ago. They include the right to:

• Invade your home to see if your pot plants have pests or do not have a ‘plant passport’ (Plant Health England Order 2005).

• Survey your home and garden to see if your hedge is too high (Anti-Social Behaviour Act 2003).

• Check that accommodation given to asylum seekers is not being lived in by non-asylum seekers (Immigration and Asylum Act 1999).

• Raid a house to check if unlicensed gambling is taking place (Gambling Act 2005 Inspection Regulations 2007).

• Seize fridges without the correct energy rating (Energy Information Household Refrigerators and Freezers Regulations 2004).

The rise in clipboard-wielding state inspectors flies in the face of repeated pledges by Ministers to curb the power of bureaucrats.

The full extent of the state’s ‘powers of entry’ is revealed in documents slipped out quietly by the Government last week.

The information was posted on the Home Office website, but in a highly unusual move, the computer file was locked to prevent it being copied or printed. A secret Home Office password was required to access the file.

A Home Office spokeswoman denied the restrictions were an attempt to stop the state’s powers being circulated more widely.

She claimed it was a ‘mistake’ and the file would be unlocked tomorrow.

IRAN is poised to launch terror attacks in Britain if the West presses ahead with military strikes against its nuclear facilities, intelligence experts warned last night.

As tensions in the Middle East continued to grow, they warned that the Iranian-backed terrorist group Hezbollah had already established sleeper cells in Britain and mainland Europe tasked with carrying out bloody reprisals.

Likely UK targets include nuclear power stations, military bases, Government buildings and high-profile politicians and members of the Jewish community.

Richard Kemp, former adviser on terrorism to Tony Blair, said the difficulty of attacking Western and Israeli military targets directly meant Iran was likely to use its terror network to retaliate. Hezbollah, formed in Lebanon in the 1980s, has grown to become a major force in the Middle East.

He said: “In my view Iran’s only realistic method of retaliation is through Hezbollah.

“Hezbollah undoubtedly have the capability to carry out attacks against Western targets outside the region. They have people here in the UK and they would aim to carry out attacks if they saw us as being in any way supportive of an attack on Iran’s nuclear facilities.”

The United States is operating “floating prisons” to house those arrested in its war on terror, according to human rights lawyers, who claim there has been an attempt to conceal the numbers and whereabouts of detainees.

Details of ships where detainees have been held and sites allegedly being used in countries across the world have been compiled as the debate over detention without trial intensifies on both sides of the Atlantic. The US government has been urged to list the names and whereabouts of all those detained.

The research involved more than 24,000 military personnel

Britain’s ability to sustain campaigns in Iraq and Afghanistan was called into question last night as it emerged that almost half of all military personnel are ready to quit.

The first survey to assess attitudes across the Armed Forces reveals unprecedented levels of concern over equipment, morale and pay.

The research was conducted by the Ministry of Defence and involved more than 24,000 military personnel.

It found that the sense of overcommitment means that 47 per cent of soldiers and army officers think regularly of handing in their resignations.

Patrick Mercer, Conservative MP for Newark and a former commanding officer, said that the findings reflected the duress under which military personnel were operating. “I think the tempo of operations has produced such a level of stress on the families that it is no wonder so many are thinking of leaving,” he said.

Dutch health system rated best, U.S. worst – polls

NEW YORK, July 7 (Reuters Life! ) – Americans are the least satisfied with their health care system – and their President –, while the Dutch system is rated the best, according to new research.

Polls about health care in 10 developed countries by Harris Interactive revealed a range of opinions about what works and what doesn’t.

In the United States a third of Americans believe their system needs to be completely overhauled, while a further 50 percent feel that fundamental changes need to be made.

‘Big Brother’ government costs us £20billion

The cost of Britain’s “surveillance society” measures is now running at £20 billion, a new report reveals today.

The amount is equivalent to £800 per household and includes £19 billion for the planned ID card system and £500 million for CCTV cameras.

The report by the TaxPayers’ Alliance was highlighted by David Davis, the former shadow home secretary, who stands in a by-election this week on the issue of civil liberties. Mr Davis resigned as an MP after the opposition failed to defeat Government plans to hold terrorism suspects for 42 days.

Mr Davis said: “This is yet further damning evidence of Big Brother’s expensive tastes. ID cards, CCTV, the DNA database and other measures are a huge waste of taxpayers’ money on policies that undermine freedom and are utterly ineffective in fighting crime or terrorism.

In January of 2002, the Washington Post ran a story detailing a CIA plan put forward to President Bush shortly after 9/11 by CIA Director George Tenet titled, “Worldwide Attack Matrix,” which was “outlining a clandestine anti-terror campaign in 80 countries around the world. What he was ready to propose represented a striking and risky departure for U.S. policy and would give the CIA the broadest and most lethal authority in its history.” The plan entailed CIA and Special Forces “covert operations across the globe,” and at “the heart of the proposal was a recommendation that the president give the CIA what Tenet labeled “exceptional authorities” to attack and destroy al Qaeda in Afghanistan and the rest of the world.” Tenet cited the need for such authority “to allow the agency to operate without restraint — and he wanted encouragement from the president to take risks.” Among the many authorities recommended was the use of “deadly force.”

Further, “Another proposal was that the CIA increase liaison work with key foreign intelligence services,” as “Using such intelligence services as surrogates could triple or quadruple the CIA’s effectiveness.” The Worldwide Attack Matrix “described covert operations in 80 countries that were either underway or that he was now recommending. The actions ranged from routine propaganda to lethal covert action in preparation for military attacks,” as well as “In some countries, CIA teams would break into facilities to obtain information.”[1]

P2OG: “Commit terror, to incite terror… in order to react to terror”

In 2002, the Pentagon’s Defense Science Board (DSB) conducted a “Summer Study on Special Operations and Joint Forces in Support of Countering Terrorism,” portions of which were leaked to the Federation of American Scientists. According to the document, the “War on Terror” constitutes a “committed, resourceful and globally dispersed adversary with strategic reach,” which will require the US to engage in a “long, at times violent, and borderless war.”As the Asia Times described it, this document lays out a blueprint for the US to “fight fire with fire.” Many of the “proposals appear to push the military into territory that traditionally has been the domain of the CIA, raising questions about whether such missions would be subject to the same legal restraints imposed on CIA activities.” According to the Chairman of the DSB, “The CIA executes the plans but they use Department of Defense assets.”

Specifically, the plan “recommends the creation of a super-Intelligence Support Activity, an organization it dubs the Proactive, Preemptive Operations Group (P2OG), to bring together CIA and military covert action, information warfare, intelligence and cover and deception. For example, the Pentagon and CIA would work together to increase human intelligence (HUMINT) forward/operational presence and to deploy new clandestine technical capabilities.” The purpose of P2OG would be in “‘stimulating reactions’ among terrorists and states possessing weapons of mass destruction, meaning it would prod terrorist cells into action, thus exposing them to ‘quick-response’ attacks by US forces.”[2] In other words, commit terror to incite terror, in order to react to terror.

The Los Angeles Times reported in 2002 that, “The Defense Department is building up an elite secret army with resources stretching across the full spectrum of covert capabilities. New organizations are being created. The missions of existing units are being revised,” and quoted then-Defense Secretary Donald Rumsfeld as saying, “Prevention and preemption are … the only defense against terrorism.”[3] Chris Floyd bluntly described P2OG in CounterPunch, saying, “the United States government is planning to use “cover and deception” and secret military operations to provoke murderous terrorist attacks on innocent people. Let’s say it again: Donald Rumsfeld, Dick Cheney, George W. Bush and the other members of the unelected regime in Washington plan to deliberately foment the murder of innocent people–your family, your friends, your lovers, you–in order to further their geopolitical ambitions.”[4]

GLOBAL ECONOMY – Factories hit worldwide as commodity prices soar

LONDON/TOKYO (Reuters) – Soaring commodity costs are denting manufacturing activity in Asia and Europe and the outlook looks bleak as new orders drop off in the face of rising prices, surveys showed on Tuesday.

Manufacturing activity in the euro zone contracted in June for the first time in three years while business confidence in Asia’s largest export markets is buckling and output has likely contracted further in the United States.

Purchasing managers indices showed manufacturing activity in the euro zone fell to 49.2 in June, China saw its index fall to a near three-year low of 52.0 while in Britain it contracted at its sharpest rate since December 2001.

The 50.0 mark separates growth from contraction. Factories worldwide have struggled in the face of soaring raw material and energy costs — oil hit over $143 a barrel on Monday.

Meanwhile, the Bank of Japan’s tankan corporate index of big manufacturers’ sentiment dropped to plus 5, from 11 in March, showing their mood has not been darker since 2003.

UK: Parents banned from ferrying children to sports matches

Hundreds of thousands of parents will be banned from ferrying children to sports matches next year unless they have had criminal records checks, under new rules.

The clampdown is part of an escalation in child protection policies which will see 11 million adults vetted before they come into contact with children or vulnerable adults.

Under new regulations, parents who are asked by the organisers of a children’s sports team to take other children to sports fixtures like football or cricket matches will have to be vetted.

Is Britain on the slippery slope to dictatorship?

The democracy-loving British public would never put up with dictatorship – or would they?

An 82-year-old former bomber pilot I met in the street the other day said: “Supermen. Ha! If Hitler had come over here we would have given him a proper kick up the jackside.” As Michael White suggests, British people are fond of the myth that they won’t tolerate dictatorships, despite the fact that there were many fascist sympathisers in Britain in the 1930s.

Yes, we do live in a relatively free and secular country – just ask any young Afghani woman studying at a college here for her opinion. But there is also evidence around us that the British government is engaging in repression. And not just in Iraq or Afghanistan, but here in Britain. Perhaps those of us who have lived for a time under dictatorships can spot some of the warning signs:

  • Inconvenient elections are avoided in the name of getting on with the job.
  • Leaders of the opposition are character-assassinated by the state media.
  • Institutions like the legislature begin to lose their independence and traditional role.
  • Citizens are increasingly afraid to speak openly on certain issues.
  • Citizens are observed and monitored on cameras and the government can tap into their conversations at will.
  • Governments can snatch anyone from their homes or off the street and detain them without trial on charges of treason or terrorism.
  • Ethnic and religious minorities are persecuted and are made into scapegoats.
  • The state increasingly intervenes in family and community life in an attempt to control citizens’ behaviour.
  • The focus of discussion moves away from the issues and into a narrative of political rivalries and gossip spreads.
  • Governments use bread and circuses to shut people up and distract attention away from their increasing political impotence.
  • Public spaces for demonstrations are closed down and restricted.
  • Large and ridiculous monuments are built to impress the citizens.
  • Individuals have to carry ID with them at all times and the government holds large amounts of information on every citizen.

How does the British government rate on the dictatorship scale? How close are we to Zimbabwe under Zanu? How far away are we from, say, Norway?

Government Permission Required For Parents To Kiss Children

Quarter of adult population face mandatory “anti-pedophile” test in sweeping expansion of “child protection” measures

Sweeping new policies set to be introduced in the UK will mandate parents to get government permission to kiss their children or take them to the swimming pool in public, measures that are “poisoning” relationships between the generations, according to respected sociologist Professor Frank Furedi.

A quarter of the entire adult population of the United Kingdom will be mandated to pass a state check operated by a newly formed government agency to have any physical contact with children under the age of 16 in public – including their own kids.

“From next year the new Independent Safeguarding Authority will require any adult who come into contact with children or vulnerable adults either through their work or in voluntary groups to be vetted,” according to a London Telegraph report.

In a think tank report, Professor Furedi highlighted cases where government checks were already being required by schools and other organizations for parents to merely interact with their own children in public.

In one example, a woman could not kiss her daughter goodbye on a school trip because she had not been vetted.

In another, a mother was surprised to be told by another parent that she and her husband were “CRB checked” when their children played together.

In a third example, a father was given “filthy looks” by a group of mothers when he took his child swimming on his own in “a scene from a Western when the room goes silent and tumbleweed blows across the foreground”.

As a result ordinary parents – many of whom are volunteers at sports and social clubs – now find themselves regarded “potential child abusers”.

Despite the fact that cases of child abduction in the UK have steadily dropped since the 1970’s, government fearmongering and media scare campaigns have created the illusion that pedophiles are roaming around everywhere preying on children. Child abuse numbers are also being artificially inflated by charities like the NSPCC – who were caught faking abuse cases to generate cash donations.

In reality, as we have consistently highlighted, by far the highest ratio of child abuse and pedophilia per head is found in government institutions and other state-run programs tasked with “protecting” children.

In America, CPS workers who take children from loving homes and hand them over to child abusers are not even disciplined, while horror stories about the insane actions of Child Protective Services abound.

The CIA and government officials have also been implicated in numerous child sex trafficking rings in the U.S., including a major case that centered around the abduction of Iowa paperboy Johnny Gosch, who vanished without a trace in 1982.

In a recent case, the U.S. State Department was implicated as being involved in a major international child abduction scandal.

On a wider scale, in almost every case of human trafficking for child sex slavery, from Chile to Australia, to Bosnia, to Portugal, to Belgium, court proceedings get shut down or diverted when a clear connection to government officials, politicians and judges arises.

The agenda behind sweeping measures sold as “child protection” is to take away parents’ rights and hand them over to the state, as happened in HItler Germany and other dictatorships throughout history.

Once the state gets its hands on your kids, they can mould them into good little Stasi agents who will gleefully inform on you for the most benevolent of actions, such as the use of minor physical discipline, which can easily be deemed “child abuse”.

At best power mad control freaks – and at worst child abusers and pedophiles themselves – are crafting laws to dictate how parents can behave around their own children. This is one of the fundamental benchmarks of tyranny and a psychological assault on the very foundation of our society.

Britons fear the carbon cops are coming

LONDON (Reuters) – First there were the thought police, then the surveillance society, now Britons fear the carbon cops are coming to ensure compliance with climate change legislation, a survey showed on Wednesday.

And with warnings of global catastrophe ringing in their ears some people fear that failure to cut personal carbon emissions will eventually result in enforced carbon behaviour re-education, the Energy Saving Trust said.

It said 41 percent of Britons think the country will need its own Carbon Police Force by mid-century and one quarter believe repeat offenders will have to go into carbon rehab and take carbon addiction classes.

“The UK’s perception is that by 2050 we could have the sort of draconian infringements on our civil liberties that have been highlighted in our research. This need not be the case,” said EST chief Philip Sellwood said.

“The carbon emissions we all produce from our homes and travel amount to over 40 per cent of the UK’s total emissions so we all have a part to play.”

The survey coincides with the EST’s “Emission Impossible, a vision for a low carbon lifestyle by 2050.”

Terror chief warns of 9/11 style attacks on Britain by bombers in private jets

Private jets could be hijacked and used as ‘vehicle bombs’ to target the public, the Government’s anti-terror chief has warned.

Due to current lax security at small airports, such attacks would be ‘relatively simple’ to orchestrate, according to Lord Carlile of Berriew in report on how the UK is dealing with the terror threat.

The warning, which is detailed in a 60-page review, has sparked fears that Britain has been left open to a terrorist attack similar to the September 11 attacks in 2001 on New York and Washington DC.

Thousands of small, rented planes capable of travelling at high speeds between EU countries and the UK should be subjected to much stricter checks, he has said.

There are an estimated 8,500 private aircraft and up to 500 ‘landing sites’ in Britain – ranging from farmers’ fields to regional airports.

Despite the large numbers of aircraft, security authorities do not make any official checks on who is landing and taking off from Britain’s airfields.

As first-time buyers vanish, the lights go out across Britain

House price inflation scared them away. Now prices are falling but they’re still not coming back – undermining the market and putting estate agents and builders out of business. Richard Northedge reports

Like a giant pyramid scheme, the housing market relies on first-time buyers to enable those already on the bottom rung of the ladder to sell their starter homes and climb higher. New blood is needed for the additional funds that will keep the market buoyant.

Yet this vital source of investment has all but dried up. The number of first-timers this year could be the lowest on record. In 1999, almost 600,000 people bought their first property, but then soaring prices started to make homes unaffordable and that number dropped steadily. Last year it stood at 358,000 – its lowest level since 1991.

However, with prices now falling, potential first-timers are still not taking the plunge even though properties are cheaper. On current trends, they will buy barely more than 200,000 homes this year. Indeed, the total could fall below the 198,000 sales recorded in 1974 and be the lowest since records began.

U.K. to Begin Microchipping Prisoners

(NaturalNews) The British government is developing a plan to track current and former prisoners by means of microchips implanted under the skin, drawing intense criticism from probation officers and civil rights groups.

As a way to reduce prison crowding, many British prisoners are currently released under electronic monitoring, carried out by means of an ankle bracelet that transmits signals like those used by mobile phones.

Now the Ministry of Justice is exploring the possibility of injecting prisoners in the back of the arm with a radio frequency identification (RFID) chip that contains information about their name, address and criminal record. Such chips, which contain a built-in antenna, could be scanned by special readers. The implantation of RFID chips in luggage, pets and livestock has become increasingly popular in recent years.

In addition to monitoring incarcerated prisoners, the ministry hopes to use the chips on those who are on probation or other conditional release. By including a satellite uplink system in the chip, police would be able to use global positioning system (GPS) technology to track subjects’ exact locations at all times. According to advocates of such a measure, this could help keep sex offenders away from “forbidden” zones like schools.

Harry Fletcher, assistant general secretary of the National Association of Probation Officers, blasted the measure as degrading to the people chipped and of no benefit to probation officers.

“Knowing where offenders like pedophiles are does not mean you know what they are doing,” Fletcher said. “Treating people like pieces of meat does not seem to represent an improvement in the system to me.”

Shami Chakrabarti of the civil rights group Liberty had even stronger words:

“If the Home Office doesn’t understand why implanting a chip in someone is worse than an ankle bracelet, they don’t need a human-rights lawyer; they need a common-sense bypass.”

It could be a long time before Omar Khan goes to college: as long as 38 years, according to Orange County prosecutors, who have arrested and charged the 18-year-old student with breaking into his prestigious high school and hacking into computers to change his test grades from Fs to As.

The government admits that a conflict of interest might occur when doctors are encouraged to view still-living patients as potential organ sources.

Most complex crop circle ever discovered in British fields

The most complex, “mind-boggling” crop circle ever to be seen in Britain has been discovered in a barley field in Wiltshire.

The formation, measuring 150ft in diameter, is apparently a coded image representing the first 10 digits, 3.141592654, of pi.

It is has appeared in a field near Barbury Castle, an iron-age hill fort above Wroughton, Wilts, and has been described by astrophysicists as “mind-boggling”.

Michael Reed, an astrophysicist, said: “The tenth digit has even been correctly rounded up. The little dot near the centre is the decimal point.

“The code is based on 10 angular segments with the radial jumps being the indicator of each segment.

“Starting at the centre and counting the number of one-tenth segments in each section contained by the change in radius clearly shows the values of the first 10 digits in the value of pi.”

Lucy Pringle, a researcher of crop formations, said: “This is an astounding development – it is a seminal event.”

Mathematics codes and geometric patterns have long been an important factor in crop circle formations. One of the best known formations showed the image of a highly complex set of shapes known as The Julia Set, 12 years ago.

Britain: EU agrees to freeze Iran bank’s assets

LONDON (AP) – Britain will freeze assets of Iran’s largest bank in a further move to discourage the country from developing nuclear weapons, Prime Minister Gordon Brown said Monday.

Brown, speaking at a news conference with President Bush, said Britain will work to persuade Europe to follow suit.

The British leader said that assets of Iran’s Bank Melli would be frozen. Last year, the United States accused the bank of providing services to Iran’s nuclear and ballistic missile programs.

“Action will start today in new phase of sanctions on oil and gas,” Brown said. “We will take any necessary action so that Iran is aware of the choice it needs to make.”

The U.S. and some of its allies accuse Iran of trying to develop nuclear weapons. Iran denies that, saying its atomic program is aimed at using nuclear reactors to generate electricity.

The U.N. Security Council has imposed three sets of limited sanctions against Iran for refusing to halt uranium enrichment, a technology that can both produce nuclear fuel and turn out the material needed for nuclear warheads.

The third round of U.N. sanctions passed in March introduced financial monitoring of Bank Melli and another bank with purported links to suspect Iranian nuclear activities, Bank Saderat.

Brown said his government wanted to do all it could to maintain a dialogue with Tehran.

“But we are also clear that if Iran continues to ignore (United Nations) resolutions, to ignore our offers of partnership, we have no choice but to intensify sanctions,” the prime minister said.

“I will repeat that we will take any necessary action so that Iran is aware of the choice it has to make – to start to play its part as a full and respected member of the international community, or face further isolation.”

Britain and US ‘complicit in war crimes by Ethiopian military’

The British and US governments are complicit in war crimes and crimes against humanity committed by the Ethiopian army in the Ogaden region of the Horn of Africa, a human rights group has claimed.

A report by Human Rights Watch details allegations of rape, torture and public execution carried out by Ethiopian soldiers against civilians in the predominantly Somali Ogaden area, where Ethiopia is fighting a fierce counter-insurgency campaign. The battles intensified last year after an attack by rebels of the Ogaden National Liberation Front (ONLF) on a Chinese-run oil plant in the town of Obole. The ONLF killed more than 70 civilians, including nine Chinese.

In response, Ethiopia stepped up its military crackdown in the eastern province, referred to by some ethnic Somali Muslims as Western Somalia. Witnesses say Ethiopian forces have burnt dozens of villages to the ground – a claim apparently confirmed by satellite images released by the American Association for the Advancement of Science.

According to Human Rights Watch, people accused of aiding the ONLF have executed, often in public, while hundreds more have been detained in military barracks and tortured.

“The Ethiopian army’s response to the rebels has been to viciously attack civilians in Ogaden,” said the group’s spokeswoman, Georgette Gagnon. “These atrocities amount to war crimes and crimes against humanity.”

Ethiopia’s Prime Minister, Meles Zenawi, was once held up as a poster boy for African governance, taking a prominent role in Tony Blair’s Commission for Africa. But since 2005, he has claimed victory in a flawed election and clamped down on political opposition. Up to 200 people protesting against the result were killed by security forces and 100 were charged with treason.

Despite claims of authoritarianism and war crimes in both Ogaden and neighbouring Somalia, British aid for Ethiopia has more than doubled since 2005 to £130m. The US has also increased its support for the army, which it sees as a strong regional ally in the “war on terror”.

Anti-war protesters banned from demonstrating against Bush

London police have announced a ban on anti-war campaigners hoping to protest against President George Bush’s visit to Downing Street this Sunday. The Whitehall ban has been immediately condemned as a “totalitarian act” by the playwright Harold Pinter, while Stop the War organisers are urging people to defy it and to demonstrate nearby in Parliament Square.

In what is supposed to be a free country the Stop the War Coalition has every right to express its views peacefully and openly. This ban is outrageous and makes the term ‘democracy’ laughable,” Pinter said today.

Lindsey German, a leader of the Stop the War Coalition, said: “It seems that when George W Bush visits this country traditional rights of assembly are to be removed from the people.
We are calling on those who care for our democratic rights to come to Parliament Square at 5pm on Sunday 15 June. Some of those who signed statements accusing Bush of war crimes will be leading this protest.

“George Bush has been dictating British foreign policy for many years. Now it appears his security services are determining our rights of protest. This is a disgrace and we will challenge the ban.”

Traders predict house prices will fall by 50% in four years

The slide in house prices will continue for at least three years and crush the value of a home by almost 50% in real terms, according to a key index of property price futures. Indications from futures trading on long term property prices shows that the average UK home will recover its current value only in 2017.

By the end of this year prices will be down by 10% and by a further 10.5% in 2009, according to the index. Prices will keep dropping through 2010 and cut values by 23.5% when they hit rock bottom in 2011. House prices will then begin a slow climb back to current market values over a period of about six years.

If an average retail price inflation rate of 4% is included in the calculation and in addition the 8% drop in prices over the last eight months already registered by the Halifax index, the fall in values over almost four years will reach 47.5% in real terms.

The Liberal Democrat Treasury spokesman, Lord Oakeshott, said the figures revealed that property investors had little confidence in the market and were predicting steep and prolonged falls in prices.

“This government says this housing depression will be different from the early 1990s. Yes, that’s right. It will be worse.”
