One unnamed Queensland shopping centre is next month due to become the first in the nation to fit receivers that detect unique mobile phone radio frequency codes to pinpoint location within two metres.

Tokyo’s Setagaya district officials said an investigation today of a “high” radiation reading in the area indicates it may not have come from the crippled Fukushima reactors.
The district in the western part of the capital said earlier today it will expand tests in 258 locations after a local resident alerted authorities to a radiation spike that required partially blocking off a sidewalk to the public.
Investigators entered an unoccupied house alongside the sidewalk and radiation readings led them to remove floorboards where they found a case of unidentified substances in bottles, public broadcaster NHK reported.
“When a dosimeter was brought close to the bottles the radiation readings exceeded the limit of the device,” Setagaya Mayor Nobuto Hosaka said in a press conference carried by NHK. No further details were given on the possible contents of the bottles.
The reading was more than 30 microsieverts per hour, NHK reported, which equates to a dose of 157.7 millisieverts per year, or more than 150 times the internationally recommended safety level for the general public, according to a Science Ministry formula.
The discovery follows a flurry of reports this week on a rise in radiation readings in Tokyo and Yokohama, indicating fallout from the Fukushima nuclear disaster has formed “hot spots” in the cities.

Man Fined £75 For Brushing Pet Dog
– Man fined £75 for brushing pet dog (Telegraph, Oct. 10, 2011):
Roy Wyre, 66, received the fine after walking his dog Spencer in Nottingham last Wednesday.
Mr Wyre, a former security guard, was ordered to pay £75 for littering after brushing the animal and leaving some of its fur lying on the ground.
The incident happened in Harvey Hadden playing fields near the city centre on Wednesday afternoon.
Mr Wyre, who was wearing a high-visibility uniform at the time, was initially approached on suspicion of impersonating a police officer.
He was questioned about his clothing by a community protection officer, who later issued Mr Wyre with a fine for dropping dog fur in a public place.
The pensioner, from Bilborough in Nottinghamshire, has since received an apology from Nottingham City Council. His littering fine was also cancelled.

The City Council made its 4-3 decision yesterday against the advice of a city attorney who said members did not follow proper procedure. It’s this year’s ninth bankruptcy filing by a municipal-bond issuer and the first by a U.S. state capital in at least three decades, said James Spiotto, a partner at Chapman & Cutler in Chicago who tracks such cases.
“This was a last resort,” said Mark D. Schwartz, the council’s Bryn Mawr, Pennsylvania-based lawyer. “They’re at their wits’ end.”
Harrisburg is the biggest city to file for bankruptcy since Vallejo, California, in 2008, according to a ranking by Municipal Market Advisors, a Concord, Massachusetts, research firm. U.S. municipalities have been battered by the financial crisis. Harrisburg’s filing came less than a month after Alabama’s Jefferson County Commission voted to try to avert what would have been the nation’s biggest municipal bankruptcy, and nine months after Vallejo emerged.

The hacker who styles himself “Sabu”, erstwhile leader of the LulzSechacking crew, claims to have a cache of emails copied from the Sun which are being stored on a Chinese server, along with data from a number of other hacks.
But he claimed this weekend that they will not be released yet: “there are a lot of interesting dumps we’re sitting on due to timing,” he wrote on his Twitter feed. He claims that hackers have broken into banks including HSBC and “a few others” but that they have found “no smoking guns yet” in the data there.

Videos are springing up across the internet showing uniformed members of the New York Police Department in white shirts (as opposed to the typical NYPD blue uniforms) pepper spraying and brutalizing peaceful, nonthreatening protestors attempting to take part in the Occupy Wall Street marches. Corporate media are reporting that these white shirts are police supervisors as opposed to rank and file. Recently discovered documents suggest something else may be at work.
If you’re a Wall Street behemoth, there are endless opportunities to privatize profits and socialize losses beyond collecting trillions of dollars in bailouts from taxpayers. One of the ingenious methods that has remained below the public’s radar was started by the Rudy Giuliani administration in New York City in 1998. It’s called the Paid Detail Unit and it allows the New York Stock Exchange and Wall Street corporations, including those repeatedly charged with crimes, to order up a flank of New York’s finest with the ease of dialing the deli for a pastrami on rye.
The corporations pay an average of $37 an hour (no medical, no pension benefit, no overtime pay) for a member of the NYPD, with gun, handcuffs and the ability to arrest. The officer is indemnified by the taxpayer, not the corporation.

BRANTFORD, ON, CANADA – Mass graves of Mohawk children have been uncovered by ground-penetrating radar at the Mohawk Institute, a residential school for Mohawk operated by the Church of England and the Vatican before its closure in 1970.
According to Rev. Kevin Annett, Secretary of the International Tribunal for Crimes of Church and States (www.itccs.org), the Mohawk Institute was “set up by the Anglican Church of England in 1832 to imprison and destroy generations of Mohawk children. This very first Indian [First Nations] residential school in Canada lasted until 1970, and, like in most residential schools, more than half of the children imprisoned there never returned. Many of them are buried all around the school.”
Preliminary scanning by ground penetrating radar adjacent to the now closed main building Mohawk Institute has revealed that “between 15-20 feet of soil” was brought in and put over the mass graves just before the Mohawk Institute closed in 1970 in order to camouflage the mass graves of Mohawk Children and avoid prosecution for genocide and crimes against humanity under the Geneva Conventions, the International Criminal Court, and cooperating national courts.

A Centers for Disease Control and Prevention official was arrested Sunday and charged with two counts of child molestation and bestiality for sexual acts involving a 6-year-old boy.
According to a DeKalb County criminal warrant obtained Sunday, Kimberly Quinlan Lindsey’s boyfriend, Thomas Westerman, was also arrested on two counts of child molestation. Westerman works for the CDC as a night watchman, his LinkedIn profile states. The pair, who live together in Decatur, surrendered to authorities Sunday afternoon, said DeKalb police spokeswoman Pamela Kunz.

In Tokyo, Chiba, Kanagawa, they all do these fun-filled activities to enjoy and celebrate autumn, just like they did last year and year before, radioactive fallout or not. A minor nuclear accident must not disturb the preset schedule, ever.
At this point, though an increasing number of parents are simply horrified, the majority are quite happily following whatever the school teachers say and accuse the concerned parents as “monster parent” (a Japlish word that they use in katakana) – a troublemaker. The majority are more worried about their children’s prospect of getting into prestigious schools.
1. Radioactive school lunch with tastes of autumn, including chestnuts and mushrooms.
The most hilarious and sad is the school nutritionist in Koto-ku, Tokyo where the high radiation spots have been detected which were likely the result of radioactive fallout from the garbage incineration plant.
According to the blog “Protect children in Koto-ku” (link is in Japanese), a grocer that supplies school lunch food items came to Edagawa Elementary School with the test result of the chestnut that the grocer wanted to sell to school. The test result was: 44 becquerels/kg of radioactive cesium detected.
And from the “togetter” collection of related tweets on the subject:
Apparently the grocer brought with him the printout of the test result as an “advertisement”, of how “safe” his chestnuts were. Looking at the result, the school nutritionist was relieved that it was such a low number and therefore it was safe. So the school bought the radioactive chestnuts from the grocer and served them in lunch to feed 700 children.
They knew the chestnuts were radioactive, and they served them anyway. The producer, the wholesaler, the retail grocer, and the school all seemed to think that anything below the provisional safety limit was literally, genuinely safe. The school nutritionist was a recent college grad with no influence over lunch decision.
The chestnuts were grown and harvested in Ibaraki Prefecture, just south of Fukushima.
As to mushrooms which tend to concentrate radioactive materials very effectively, many schools are having some sort of “mushroom festival” lunch – using multiple varieties in a spaghetti sauce for example.

Children To Be Banned From Blowing Up Balloons, Under New EU Safety Rules

Children are to be banned from taking part in traditional Christmas games, from blowing up balloons to blowing on party whistles, because of new EU safety rules that have just entered into force.
The EU toy safety directive, agreed and implemented by Government, states that balloons must not be blown up by unsupervised children under the age of eight, in case they accidentally swallow them and choke.
Despite having been popular favourites for generations of children, party games including whistles and magnetic fishing games are to be banned because their small parts or chemicals used in making them are decreed to be too risky.
Apparently harmless toys that children have enjoyed for decades are now regarded by EU regulators as posing an unacceptable safety risk.
Whistle blowers, that scroll out into a a long coloured paper tongue when sounded – a party favourite at family Christmas meals – are now classed as unsafe for all children under 14.
The new rules are designed to protect children from the chance that a piece of the whistle could be swallowed and cause choking.
