United States Secretary of Defense Chuck Hagel has announced an overhaul of how the US nuclear weapon arsenal is maintained, calling for billions of dollars in investment to address recent security violations and low morale among nuclear-force management.

Hagel revealed on Friday the results of two reviews – one done by the Pentagon and another external probe – of US nuclear force maintenance protocol that, in recent years, has been beset by scandal. The reviews were ordered after reporting by AP showed security, safety, morale, and leadership lapses among the nuclear force.

“The root cause has been lack of sustained focus, attention and resources, resulting in a pervasive sense that a career in a nuclear enterprise offers too few opportunities for growth and advancement,” Hagel said Friday. Continue reading »

Russia’s partners should remember the risks involved in disputes between nuclear powers, Putin said. He accused Barack Obama of adopting a “hostile” approach in naming Russia as a threat to the world in the U.S. president’s speech to the United Nations General Assembly on Sept. 24.

The 73-year-old sat down with neoconservative political pundit Bill Kristol on Sunday for the Weekly Standard editor’s latest installment of Conversations with Bill Kristol. The two discussed Cheney’s time as secretary of defense; the Gulf War; the Nixon, Ford and Reagan administrations; 9/11; and the threats we face today.

“You’ve got to be a fool to believe isolation as a strategy is the way to go. We have no choice but to be involved in that part of the world, and if we’re not actively involved, there are some very bad things that are going to happen,” Cheney warned.

He believes that if the Iranians get nuclear weapons, it won’t be long before others in the region also have nuclear weapons, hinting that the deadly weapons could fall into the heads of the Islamic State or Syria.

“So we’re in a very dangerous period. - Lavrov: High time to rearm, Moscow’s military upgrade long overdue (RT, Sep 28, 2014):

Russia’s investment in its military is not a sign of a looming new arms race but rather a long-overdue modernization, Foreign Minister Sergey Lavrov said in an interview with RT and the VGTRK media corporation.

“I don’t think we are on the verge of a new arms race. At least, Russia definitely won’t be part of it,” the minister said. “In our case, it’s just that the time has come for us to modernize our nuclear and conventional arsenals.”

Lavrov was commenting on the US plan to overhaul its nuclear arsenals, which was announced by President Barack Obama this week.

“The US nuclear arsenal is somewhat younger than ours, but perhaps it is also time for them to upgrade it. I just hope that the US will abide by the provisions of the New START treaty, which are legally binding,” Lavrov said. “It is fine to upgrade your stockpile, replacing old weapons with new ones, but there are certain restrictions on how many weapons you can have, and all these restrictions are still in place.” Continue reading »

While NATO is contemplating its existential purpose in a world where the Cold War has suddenly come back with a vengeance, and the military alliance has found itself woefully unprepared to deal with a Russia which no longer accepts the supremacy of the west (appropriately enough doing all of this on a golf course), Russia is also strategizing, only instead of issuing “sharply-worded catchphrases” and hashtags, a Russian general has called for Russia to revamp its military doctrine, last updated in 2010, to clearly identify the U.S. and its NATO allies as Moscow’s enemy number one. That in itself is not disturbing: we reported as much yesterday and is merely more rhetorical posturing. Where things, however, get very problematic is that the general demands that Russia spell out the conditions under which the country would launch a preemptive nuclear strike against the 28-member military alliance.

- Newly declassified documents reveal how U.S. agreed to Israel’s nuclear program (Huffington Post, Aug 30, 2014):

Documents reveal contacts between Washington and Jerusalem in late 1960s, when some Americans believed the nuclear option would not deter Arab leaders but would trigger an atom bomb race.

The Obama administration this week declassified papers, after 45 years of top-secret status, documenting contacts between Jerusalem and Washington over American agreement to the existence of an Israeli nuclear option. The Interagency Security Classification Appeals Panel (ISCAP), which is in charge of approving declassification, had for decades consistently refused to declassify these secrets of the Israeli nuclear program.

The documents outline how the American administration worked ahead of the meeting between President Richard Nixon and Prime Minister Golda Meir at the White House in September 1969, as officials came to terms with a three-part Israeli refusal – to sign the Non-Proliferation Treaty; to agree to American inspection of the Dimona nuclear facility; and to condition delivery of fighter jets on Israel’s agreement to give up nuclear weaponry in exchange for strategic ground-to-ground Jericho missiles “capable of reaching the Arab capitals” although “not all the Arab capitals.”

The officials – cabinet secretaries and senior advisers who wrote the documents – withdrew step after step from an ambitious plan to block Israeli nuclearization, until they finally acceded, in internal correspondence – the content of the conversation between Nixon and Meir is still classified – to recognition of Israel as a threshold nuclear state.

In fact, according to the American documents, the Nixon administration defined a double threshold for Israel’s move from a “technical option” to a “possessor” of nuclear weapons. Continue reading »

- US military failed to recapture seized nuclear weapon in test attack – internal review (RT, May 22, 2014):

Guards at a US nuclear missile base failed last summer drill, which was meant to test their ability to withstand a hostile takeover, reports AP citing an internal review. US Air Force called it a “critical deficiency.”

In the drill the security team of the 341st Missile Wing at Malmstrom Air Force Base in Montana was required to respond to a simulated capture of a Minuteman 3 nuclear missile silo. North Korea has developed nuclear weapons capable of being launched on its ballistic missile forces, according to a new report by a defense analyst.

The Obama administration is seeking to hide the fact that North Korea possesses nuclear missile warheads, according to a report by Mark Schneider, a former Pentagon strategic analyst and director for forces policy at the office of the secretary of defense. Schneider’s statement came in a report published April 28 in the journal Comparative Strategy.

According to the 16-page report, “The North Korean Nuclear Threat to the United States,” the Defense Intelligence Agency stated in an unclassified assessment made public a year ago that “DIA assesses with moderate confidence the North [Korean government] currently has nuclear weapons capable of delivery by ballistic missiles.”

“This is disturbing news,” the report says. “The North Korean regime is one of the most fanatic, paranoid, and militaristic dictatorships on the planet. … While North Korea has long made occasional nuclear attack threats, the scope, magnitude, and frequency of these threats have vastly increased in 2013.”

Classified design drawings used in the manufacture of nuclear weapons have not been properly and reliably maintained by nuclear weapons labs managed by the National Nuclear Security Administration (NNSA), the Department of Energy Inspector General said in a report last week.

“NNSA sites could not always locate as-built product definitions or associated drawings for nuclear weapons and components in official records repositories.” At the Pantex Plant, “officials were concerned and surprised at the difficulty in finding as-built product definitions for the nuclear weapons,” the DoE IG report said.

Bugger!.. not even scorched earth won’t remain where Russia stands” although all her empty threats collapse in the last sentence of the phone conversation in which she says, regarding the Crimea annexation, that “we are going to take it to the Hague International Criminal Court.” Good luck with that.

But the smoking gun, and where Putin once again shows just how masterful of a chess player he is, is the following statement by Tymoshenko, after asked, rhetorically, by her counterparty, “what should we do now with the 8 million Russians that stayed in Ukraine. They are outcasts“… to which she replies: “They must be killed with nuclear weapons.

Special Atomic Demolition Munitions (SADMs) were designed to be a portable nuclear weapon that a single soldier could carry on his back.

Open sources describe the Special Atomic Demolition Munition (SADM) as a United States Navy and Marines project that was demonstrated as feasible in the mid-to-late 1960s, but was never used. US Army Special Forces historians would probably take exception to the program description, at least up to, and fortunately, not including, the “never used” part.

The project, which involved a small nuclear weapon, was designed to allow one individual to parachute from any type of aircraft carrying the weapon package and place it in a harbor or other strategic location that could be accessed from the sea. Another parachutist without a weapon package would follow the first to provide support as needed.

Particles of radioactive plutonium from nuclear testing have remained high in the stratosphere for more than 50 years, and volcanic eruptions such as Iceland’s Eyjafjallajökull in 2010 can bring those particles into the lower atmosphere, researchers report January 7 in Nature Communications. They caution, however, that the concentrations of particles in the lower atmosphere are small and do not threaten human health.

Between 1945 and 1998, nations around the world tested nuclear weapons underground, underwater and high in the atmosphere. The atmospheric tests, conducted in the 1950s, 1960s and 1970s—along with the burn-up of a plutonium-powered SNAP-9A satellite in 1964—created radioactive debris that became attached to particles in the air, called aerosols. In the troposphere—the lowest part of the atmosphere extending from the ground to about 17 to 20 kilometers up—these particles washed out within weeks to months. But a combination of factors, such as the barrier-like tropopause, keep the particles in the stratosphere (the next layer up, extending to about 50 kilometers) for longer. But how long?

The Obama administration’s plans for the U.S. nuclear weapons complex, including modernization of bombs, delivery systems and laboratories, will cost the country about $355 billion over the next decade, the Congressional Budget Office said on Friday.

That is nearly $150 billion more than administration’s $208.5 billion estimate in a report to Congress last year, an analyst at an arms control group said, and since the modernization effort is just beginning, costs are expected to greatly increase after 2023.
