CHICAGO, Ill. (IRN) – Gun violence in Chicago is so severe that a state lawmaker wants state police and the National Guard to assist the local cops.

State Rep. Monique Davis (D-Chicago) is making the request.

“I am requesting with this press conference that Gov. Patrick Quinn order the Illinois National Guard (and) the Illinois State Police (to) come to Chicago and work with our mayor Ron (sic) Emanuel to provide safety for the children, especially,” she said at a news conference in Springfield.

Other state lawmakers accompanied Davis to recognize the severity of the problem, and the extent to which it carries beyond Chicago’s troubled neighborhoods to the entire city and other parts of the state, but not necessarily to concur with her solution.

US National Guards and reservists face unemployment crisis (PressTV,  Nov 24, 2012):

Nearly 20 percent of US National Guards returning from military deployments to Iraq and Afghanistan are jobless because they generally have no ‘civilian experience.’

Across America, “an estimated 20% of returning National Guard soldiers and airmen are without jobs,” the Los Angeles Times reported Saturday, quoting a report to the US Congress by former National Guard Bureau Chief Gen. Craig R. McKinley earlier this year.

According to the report, the figure is twice the rate for all American military veterans that have served in US-led war deployments since September 2001.

NY National Guard Suddenly Decides Hurricane Relief Trumps Mock Disaster Drill (Wired, Oct 31, 2012):

Updated 8:42 a.m. Hours after being contacted by Danger Room, the New York Army National Guard on Tuesday night abruptly reversed a decision to send hundreds of soldiers out-of-state in the midst of the Hurricane Sandy relief effort.

The troops were previously declared unavailable to help New York recover from the state’s biggest hurricane in centuries. Instead, they were assigned to fight a fake disaster.

But hours before they were set to deploy, the troops’ participation in a week-long exercise in Missouri known as “Vigilant Guard” was cancelled. The exercise is designed to test the response to a mock earthquake in the Midwest. Until Tuesday, that previously scheduled drill took precedence over the real-world catastrophe that struck the East Coast. It was declared a bureaucratic near-impossibility to redeploy hundreds of guardsmen at a moment’s notice, even at a moment when so many are in need.

Troops from the New York Army National Guard’s 104th Military Police Battalion, the 1156th Engineer Company – 450 soldiers in all — were poised to head to the middle of the country. Dozens more from the 42nd Combat Aviation Brigade were supposed to train in Pennsylvania this weekend. ”At this point in time, we’re still sending our soldiers to Vigilant Guard,” Eric Durr, a spokesman for the New York State Division of Military and Naval Affairs, told Danger Room late Tuesday afternoon.

Hours later, that changed. “Last night the decision was made to cancel New York National Guard participation in Vigilant Guard,” Durr emailed on Wednesday morning. “The adjutant general [the Guard’s commanding officer] decided to keep troops in state in case they are needed.”

National Guard Whistleblower: “Doomsday Preppers Will Be Treated As Terrorists” (Infowars, Oct 25, 2012):

I do solemnly swear that I will support and defend the Constitution of the United States against all enemies, foreign and domestic…”

So begins the Oath of Enlistment for the U.S. military, but in an explosive interview with a National Guard whistleblower shown below, soldiers are now being advised they will be ordered to break that oath should civil unrest erupt across the country.

Referred to only as “Soldier X” under promise of anonymity, an Army National Guardsman spoke via phone with Infowars Nightly News Producer Rob Dew regarding a recent briefing his unit underwent on actions the military would take in the event that an Obama election loss sparked rioting in America’s streets.

Citing not only recent widespread threats to riot if Mitt Romney were to become the next U.S. president, but threats to actually assassinate him should he win, Soldier X’s superiors dispensed plans of how the National Guard would be responsible for “taking over” and quelling such unrest.

The soldiers were reportedly told “Doomsday preppers will be treated as terrorists.”

In addition, guns will be confiscated.

“They have a list compiled of all these doomsday preppers that have gone public and they plan to go after them first,” Soldier X said. He claimed those in charge are acting under the belief that preppers will be “the worst part” of any potential civil unrest.

Soldier X was also told that any soldiers in the ranks who are known as preppers will be deemed “defects.” He explained the label meant these soldiers would be treated as traitors. “If you don’t conform, they will get rid of you,” he added.

CHICAGO (AP) — Two lawmakers who believe violence has become so rampant in Chicago that the Illinois National Guard must be called in to help made a public plea to Gov. Pat Quinn on Sunday to deploy troops.

A recent surge in violent crime, including a night last week that saw seven people killed and 18 wounded — mostly by gunfire — prompted the request from Chicago Democratic Reps. John Fritchey and LaShawn Ford. They were joined by Willie Williams, whose son was shot and killed in 2006.

Chicago has had 113 homicide victims so far this year, Fritchey said.

“As we speak, National Guard members are working side-by-side with our troops to fight a war halfway around the world,” he said during a news conference in downtown Chicago. “The unfortunate reality is that we have another war that is just as deadly that is taking place right in our backyard.”

Fritchey said later that the proposal wasn’t a “no confidence” vote toward police.

“I think the police have done a commendable job in fighting this surge in violence, but I also think they could use some well-trained help,” he said. “The reality is that (police) department resources are stretched thin.” Continue reading »

April 1 (Bloomberg) — As many as 200,000 people may be affected by flooding in Rhode Island that has halted Amtrak service to Boston for two days, blocked highways and threatened a Rhode Island dam.

After two record flood crests in March, Rhode Island is dealing with damage reminiscent of hurricanes, Teddy Hampton, American Red Cross disaster relief operations job director, said in a telephone interview today.

“When you start talking about the numbers of people who are affected, it’s pretty dad-gum close to a Category 3 to Category 4 hurricane,” said Hampton, who flew in from Alabama and often has to respond to the tropical systems. “It’s going to far, far exceed the local chapter’s capability in every way.”

About 184 people were housed in Red Cross shelters last night, and many more went to the shelters to eat, Hampton said. The Red Cross estimates 180,000 to 200,000 people will be dealing with the flood on some level, from cleaning the sewer- tainted water that washed over their homes to finding food. PITTSBURGH — Hundreds of soldiers from the Army National Guard arrived in Pittsburgh on Sunday and are staying in the city indefinitely.

More than anything, the city was in dire need of the humvees used by the National Guard, because the vehicles are able to go straight over the snow. A high volume of calls in the snow-covered city have paralyzed paramedics and other emergency rescue crews.

The soldiers are stationed at Brashear High School in Beechview because of its large parking lot, gymnasium and close proximity to the armory a few blocks away.

“This mission was approved by the Pennsylvania Emergency Management Agent, so we work hand-in-hand, several military relations there,” said Grey Berrier. “I know there’s a lot of concern, if you will, about this impending snowstorm that may be coming in on the heels.”

The 260 soldiers will be staying in Pittsburgh indefinitely until they get word they can head back.

Between 6 p.m. and 6 a.m. on Monday, the National Guard helped out all six police zones and responded to nearly 30 calls of every nature.

The guardsmen are paired up with police and medics across town, turning dozens of humvees into welcome wagons. Continue reading »

A neo-Fascist group that claims it has thousands of recruits has announced plans to start anti-crime foot patrols on the streets of Milan.

The resemblance between their outfits and those of Benito Mussolini’s Blackshirts has triggered a judicial inquiry.

The Italian National Guard says that it has 2,500 recruits. It claims that a third are drawn from former members of the police and Armed Forces.

The Guard revealed its oufits and kit in Milan at the weekend: khaki shirts with armbands bearing the Nazi symbol of the Black Sun, black belts and shoulder straps, black ties, heavy black boots and military style caps decorated with the eagle, symbol of the Roman Empire. They are also equipped with black helmets, black gloves and torches.

Milan prosecutors yesterday opened an inquiry into the Guard, which has been dubbed “the Black Patrols” because of its Fascist-style insignia and uniforms. Fascist and Nazi symbols and slogans are forbidden in Italy under laws passed after the Second World War and the fall of the Fascist dictatorship of Mussolini. Maurizio Monti, deputy head of the Guard, said that the organisation was properly registered. “We do not believe we have committed any crime.”

A law allowing for local patrols to help police to combat street crime is in its final stages in parliament. Patrols have, however, already begun to operate in Italian cities, some organised by the anti-immigrant Northern League, a key ally in the ruling centre-right coalition of Silvio Berlusconi.

Gaetano Saya, the leader of the Guard, is already under investigation for allegedly disseminating racial hatred. He told Corriere della Sera that the Guard was based on the Roman legions. He said that he had taken his cue from Mr Berlusconi’s recent remark that Italy was not and should not be a “multi-ethnic society”.

Citizen Soldiers May Need More Training On Homeland Operations, Defense Secretary Says

(AP) Defense Secretary Robert Gates on Monday ordered his top department leaders to conduct a broad review to determine whether the military, National Guard and Reserve can adequately deal with domestic disasters and whether they have the training and equipment to defend the homeland.

The 41-page memo signaled an acknowledgment that the military must better recognize the critical role of the National Guard and Reserves in homeland defense, but stopped short of requiring many specific policy changes.

His memo comes in the wake of a stinging 400-page independent commission report that concluded the military isn’t ready for a catastrophic attack on the country, and that National Guard forces don’t have the equipment or training they need for the job.

Tens of thousands of people fled coastal areas of Texas on Wednesday after Hurricane Ike spun off Cuba, roared into the Gulf of Mexico and headed toward the state with growing strength.

After pummeling Haiti, Cuba and other parts of the Caribbean, Ike refueled in the Gulf of Mexico and headed toward landfall near Corpus Christi, where it is expected to hit early Saturday as a Category 4 hurricane with winds exceeding speeds of 131 miles per hour.

Aug. 22 (Bloomberg) — Two U.S. cities will become virtual fortresses during the Democratic and Republican nominating conventions, protected by airplanes, helicopters, barriers, fences and thousands of police officers, National Guard troops and Secret Service agents.

In Denver, where Democrats assemble next week, police are spending $18 million on equipment alone and will be bolstered by National Guard troops and hundreds of officers from surrounding suburbs. In St. Paul, Minnesota, site of the Sept. 1-4 Republican nominating convention, police are calling on 80 law- enforcement agencies to provide 3,000 officers to supplement the city’s 500-person force.

Congress earmarked $100 million for security at the two meetings, where federal and local authorities are trying to guard against any dangers to candidates or convention-goers.

Blagojevich wants National Guard helicopters to patrol gun control capital of America

The gun control capital of America – Chicago – where only the criminals are allowed to own firearms – has been hit by a fresh wave of crime and violence, prompting Governor Rod Blagojevich to call for National Guard helicopters to be used in law enforcement operations.

Blagojevich plans to form an “elite tactical team” to help the city fight crime, according to a speech he gave last week.

“Violent crime in the city of Chicago is out of control,” Blagojevich said at the bill signing ceremony. “I’m offering resources of the state to the city to work in a constructive way with Mayor Daley to do everything we can possibly do to help stop this violence,” said the governor.

Citing the fact that a child has been shot nearly every day since the end of June, Blagojevich called for National Guard helicopters to be used in high crime areas.

However, as police department spokeswoman Monique Bond noted, the actual number of homicides in the city is significantly down.

“2008 may end with fewer than 500 homicides and that it is expected to be one of the least deadly years in the city in the last 40 years,” reports NBC5.com.

FEMA announced recently that they will be conducting a national disaster exercise called National Level Exercise 2-08 (NLE 2-08) from May 1st through May 8th. The purpose of this exercise is to prepare and respond to multiple incidents including natural disasters and terrorist incidents. Specifically the exercise involves a Category 4 hurricane impacting the Mid Atlantic Coast and the National Capitol Region as well as multiple terrorist attacks in Washington State, an accidental chemical agent release in Oregon and assorted aerospace events in North American airspace. Considering that the U.S. government conducted drills and exercises like Operation Northern Vigilance, Tripod II, among others to serve as cover for the government sponsored false flag terror attacks of 9/11, we need to pay close attention to these government sponsored drills and exercises. A similar scenario also occurred during the 7/7 terror attacks in London. On that day, drills depicting events mirroring the actual terror attacks were run at the exact same time the bombings took place. The odds of these being two completely random events is so incredibly unlikely that it boggles the mind. NLE 2-08 is a wide ranging exercise that will include not only FEMA but the Department of Homeland Security, U.S. Transportation Command, the National Guard, USNORTHCOM, NORAD and Canada Command. Much like TOPOFF-4/Vigilant Shield 08 a martial law exercise that took place last year involving many of the same government institutions, we definitely need to keep track of NLE 2-08.
