Over the last month we have reported on the numerous and increasingly alarming purchases of hollow point ammuntion by the Department of Homeland Security.

While many have claimed that it is completely normal for domestic government agencies to order over 750 million rounds of .40 caliber hollow point ammo, the fact remains that these purchases have been anything but normal and signal a full scale militarization of various government agencies that could one day take on the American people.

Now, a new post on the infamous FBO.gov website by Homeland Security is once against raising eyebrows.

In the request, the Combined Synopsis/Solicitation shows that the following ammunition is set to be delivered in May.

In an article appearing on the Prepper Podcast website, James Smith commented on the fact that the above ammunition is essentially the most basic and common ammo that you might find in an everyday American’s house.

These caliber types are consistent with a variety of handguns and rifle, as if they were familiarizing new shooters on a variety of weapons, from .22 caliber to the 12 gauge shotgun, up to 100 rounds of 44 magnum ammunition.

It almost seems they are training “personnel” on how to use weapons that would be in most people’s homes.

Regardless of the reason, if asked they will never tell us the truth and this all falls under the umbrella of “National Security”.

At first this request for ammunition for “training” purposes at a DHS Federal Law Enforcement Training Center seems somewhat customary but when you factor in the hundreds of millions of .40 caliber rounds, bullet proof checkpoints, and literal armored attack vehicles, a clear cut picture emerges.

Aspects of various domestic federal agencies are preparing for what they must believe will be a large scale confrontation with either a large influx of immigrants or the American people themselves.

- Defense Department to Further Militarize U.S. Law Enforcement With Hundreds of Military Robots (The Intel Hub, April 10, 2012):

Last year I reported on the Pentagon’s 1033 Program, wherein local law enforcement agencies can obtain surplus military hardware through a website, only having to pay to pick up the equipment.

Now, according to the Defense Logistics Agency (DLA), law enforcement will be even further militarized through the use of hundreds of military robots acquired by the Department of Defense over the past decade.

According to the head of the eastern team of DLA’s disposition services office, Dan Arnold, the older and more heavily used items will likely be robots for explosive ordnance disposal and surveillance, although some of the hardware is nearly brand new and never been deployed overseas.

According to National Defense, Arnold said to the attendees of the GovSec conference in Washington, D.C., that these robots are just one instance of the surplus equipment that will likely become available as the conflict in Afghanistan supposedly winds down.

Something odd and not quite as planned happened as America grew from its “City on a Hill” origins, on its way to becoming the world’s superpower: government grew. A lot. In fact, the government, which by definition does not create any wealth but merely reallocates it based on the whims of a select few, has transformed from a virtually invisible bystander in the economy, to the largest single employer, and a spending behemoth whose annual cash needs alone are nearly $4 trillion a year, and where tax revenues no longer cover even half the outflows. One can debate why this happened until one is blue in the face: the allures of encroaching central planning, the law of large numbers, and the corollary of corruption, inefficiency and greed, cheap credit, the transition to a welfare nanny state as America’s population grew older, sicker and lazier, you name it. The reality is that the reasons for government’s growth do not matter as much as realizing where we are, and deciding what has to be done: will America’s central planners be afforded ever more power to decide the fates of not only America’s population, but that of the world, or will the people reclaim the ideals that the founders of this once great country had when they set off on an experiment, which is now failing with every passing year?

As the following video created by New America Now, using content by Brandon Smith whose work has been featured extensively on the pages of Zero Hedge, notes, “we tend to view government as an inevitability of life, but the fact is government is not a force of nature. It is an imperfect creation of man and it can be dismantled by man just as easily as it can be established.” Unfortunately, the realization that absolute power corrupts absolutely, and absolute central planning leads to epic catastrophes without fail, seems a long way away: most seem content with their lot in life, with lies that their welfare money is safe, even as the future is plundered with greater fury and aggression every passing year, until one day the ability to transfer wealth (benefiting primarily the uber rich, to the detriment of the middle class which is pillaged on an hourly basis), from the future to the present is gone, manifesting in either a failed bond auction or hyperinflation. The timing or shape of the transition itself is irrelevant, what is certain is that America is now on collision course with certain collapse unless something changes. And one of the things that has to change for hope in the great American dream to be restored, is the role, composition and motivations of government, all of which have mutated to far beyond what anyone envisioned back in 1776. Because America is now saddled with a Government Out Of Control.

- DHS won’t explain its order of 450 million hollow point bullets (RT, April 4, 2012):

After 9/11, the United States government created the Department of Homeland Security to prevent future acts of terrorism and deal with other domestic issues. Now in order to keep doing such, the agency is asking for 450 million hollow point bullets.

The DHS has signed off on an “indefinite delivery” from defense contractors ATK that will include, for some reason, nearly 500 million high-power ammunition for .40 caliber firearms. The department has yet to discuss why they are ordering such a massive bevy of bullets for an agency that has limited need domestically for doing harm, but they say they expect to continue receiving shipments from the manufacturer for the next five years, during which they plan to blow through enough ammunition to execute more people than there are in the entire United States.

The deliberate obtuseness of the NDAA’s language, which defines “covered persons” as those who “substantially supported” al-Qaida, the Taliban or “associated forces,” makes all Americans, in the eyes of our expanding homeland security apparatus, potential terrorists. ANOKA, Minn., March 12, 2012 /PRNewswire via COMTEX/ — ATK announced that it is being awarded an Indefinite Delivery/Indefinite Quantity (IDIQ) agreement from the Department of Homeland Security, U.S. Immigration and Customs Enforcement (DHS, ICE) for .40 caliber ammunition. This contract features a base of 12 months, includes four option years, and will have a maximum volume of 450 million rounds.

ATK was the incumbent and won the contract with its HST bullet, which has proven itself in the field. The special hollow point effectively passes through a variety of barriers and holds its jacket in the toughest conditions. HST is engineered for 100-percent weight retention, limits collateral damage, and avoids over-penetration.

- What Is President Obama So Afraid Of? (ZeroHedge, Mar 22, 2012):

Quietly, and with little fanfare, President Obama signed a “National Defense Resources Preparedness” Executive Order on Friday. As the name suggests, the order intends to shore up the country’s national defense resources in advance of a national emergency.

To be fair, this is not the first time that such an order has been written. Presidents Bush (II), Clinton, Reagan, and even Eisenhower provided directives in the same spirit as President Obama’s order– providing some level of government commandeering in times of national emergency.

In the past, these orders have related to things like production capacity for defense contractors, or giving FEMA authority to resolve disputes between other departments in federally designated emergency areas.

President Obama’s order, however, takes things much, much further.

(1) The order vastly expands the role of Homeland Security… as if these knuckleheads didn’t already have too much influence in people’s lives. Apparently highways, shopping malls, airports, bus stations, Wal-Marts, hotels, train stations, etc. aren’t enough for DHS. Now the Secretary of DHS will:

a) “advise the President on issues of national defense resource preparedness”.

This one is really clear. Under normal circumstances, matters related to defense would fall under the Secretary of Defense… or perhaps the National Security Advisor. Giving such responsibility to DHS suggests that the government is expecting an emergency from within.

b) “provide for the central coordination of the plans and programs… under this order, and provide guidance to agencies assigned functions under this order…”

DHS now has authority to direct the emergency preparedness of every other government department. The Secretary of Homeland Security has effectively become the Emergency Czar.

c) have oversight of “all other national defense programs, including civil defense and continuity of Government.”

In case it wasn’t clear before, the people who molest children and radiate travelers will have total and complete control in some event defined as a national emergency in the sole discretion of the President.

(2) The order further provides for an effective nationalization of the entire US economy in the event of an emergency.

The Secretary of Labor, for example, will “collect and maintain data necessary to make a continuing appraisal of the Nation’s workforce needs for purposes of national defense” and then “formulate plans, programs, and policies for meeting the labor requirements of actions to be taken for national defense purposes.”

In other words, the Labor Department becomes the Ministry of Plenty, and all the good little citizens will be forcibly reallocated to other jobs. This turned out really well for the Soviets.

(3) The purpose of this order, for example, is to “take actions necessary to ensure the availability of adequate resources and production capability, including services and critical technology, for national defense requirements;”

It goes on to list ‘adequate resources’ to include things like:

(i) “all forms of energy including petroleum, gas (both natural and manufactured), electricity, solid fuels… solar, wind, other types of renewable energy, atomic energy”, etc.

(ii) “all usable water, from all sources, within the jurisdiction of the United States, that can be managed, controlled, and allocated to meet emergency requirements…”

(iii) “all commodities and products… that are capable of being ingested by either human beings or animals…”

(iv) “drugs, biological products, medical devices, materials, facilities, health supplies, services and equipment required to diagnose, mitigate or prevent the impairment of, improve, treat, cure, or restore the physical or mental health conditions of the population.”

Hmmmm. Food. Water. Energy. Medicine. Security. All the stuff that human beings need at a basic level to survive. Except that Obama’s executive order puts all of these resources under control of the government and allocates them exclusively to meet the needs of government.
