In any event, the particular alteration under question occurred during one week in January 2012, and the company filled some people’s feeds with positive posts, while others were fed more negative posts.

Pentagon to deploy huge blimps over Washington, DC for 360-degree surveillance (RT, July 25, 2013):

A pair of high-tech Army blimps is coming to the greater Washington, DC area, and soon they will be able to provide the military with surveillance powers that spans hundreds of millions of acres from North Carolina to Niagara Falls, Canada.

The airships are part of Raytheon’s Joint Land Attack Cruise Missile Defense Elevated Netted Sensor System, or JLENS, and when all is said and done they’ll offer the United States military what the defense contractor calls “an affordable elevated, persistent over-the-horizon sensor system” that relies on “a powerful integrated radar system to detect, track and target a variety of threats.”

Raytheon has just wrapped up a six-week testing period in the state of Utah and is now sending its JLENS fleet to the Aberdeen Proving Ground in Maryland. Once there, the Army intends to get some hands-on experience that will eventually culminate in launching the pair of airships over Washington, DC.

Once above the nation’s capital, JLENS will allow the Army to see for 320 miles in any direction from 10,000 feet above the earth. The system can be set up to operate on its own for an entire month without requiring refueling, and offers the Pentagon surveillance capabilities that dwarf other options at a penny of the cost.

DoD Blocks Millions of Computers From Viewing Alternative News (Activist Post, June 29, 2013):

After the initial surge of web traffic to alternative news websites following The Guardian breaking the NSA spying story, traffic has slowed considerably despite the continued interest in the NSA story as well as other alternative headlines.

This dramatic drop in traffic may be due to broad censorship by the Department of Defense on “millions of computers”.

What began as a rumor that the military brass was ordering soldiers not to view news about the whistleblower revelations that the NSA is spying on all Americans has swelled into a confirmed military-wide censorship campaign using a high-tech computer filtering system.

The US News and World Report is reporting that the DoD is blocking access to all articles related to the NSA scandal from all DoD computers. The filter reportedly effects millions of computers and potentially thousands of alternative news and civil liberties websites.

Obama’s crackdown views leaks as aiding enemies of U.S. (McClatchy, June 20,  2013):

WASHINGTON — Even before a former U.S. intelligence contractor exposed the secret collection of Americans’ phone records, the Obama administration was pressing a government-wide crackdown on security threats that requires federal employees to keep closer tabs on their co-workers and exhorts managers to punish those who fail to report their suspicions.

President Barack Obama’s unprecedented initiative, known as the Insider Threat Program, is sweeping in its reach. It has received scant public attention even though it extends beyond the U.S. national security bureaucracies to most federal departments and agencies nationwide, including the Peace Corps, the Social Security Administration and the Education and Agriculture departments. It emphasizes leaks of classified material, but catchall definitions of “insider threat” give agencies latitude to pursue and penalize a range of other conduct.

Government documents reviewed by McClatchy illustrate how some agencies are using that latitude to pursue unauthorized disclosures of any information, not just classified material. They also show how millions of federal employees and contractors must watch for “high-risk persons or behaviors” among co-workers and could face penalties, including criminal charges, for failing to report them. Leaks to the media are equated with espionage.

“Hammer this fact home . . . leaking is tantamount to aiding the enemies of the United States,” says a June 1, 2012, Defense Department strategy for the program that was obtained by McClatchy.

Photos of American military personnel burying Osama bin Laden at sea will remain classified, a federal appeals court ruled Tuesday.The U.S. Court of Appeals for the D.C. Circuit sided with the government in finding that the release of postmortem images of the al-Qaeda leader could cause “exceptionally grave harm” to Americans.

Judicial Watch, a conservative-leaning group, had been pressing the Defense Department and the CIA to release at least a subset of 59 photos of bin Laden after he was killed in a May 2011 raid on his compound in Pakistan.

The Military is Now Preparing to Take Over for the Police Across the United States (Liberty Blitzkrieg, May 14, 2013):

There are several things one would want to accomplish ahead of the formation of a totalitarian state.  One of these is to fill the minds of the citizenry with mindless propaganda and make them terrified to death of an outside enemy. Check.  Another is to disarm the population. Working on it.  Yet another would be to militarize the police, or even better have the military itself take responsibility for law and order in communities across the nation.  The reason that this is so important is that a military force “policing” a random area has no connection to the community itself.  This makes them by definition much less accountable to the people they are supposedly protecting.  Plus, they are trained to kill.  Sadly, it appears that the Department of Defense is looking to use the military across the streets of America.

The lines blurred even further Monday as a new dynamic was introduced to the militarization of domestic law enforcement. By making a few subtle changes to a regulation in the U.S. Code titled“Defense Support of Civilian Law Enforcement Agencies” the military has quietly granted itself the ability to police the streets without obtaining prior local or state consent, upending a precedent that has been in place for more than two centuries.

The most objectionable aspect of the regulatory change is the inclusion of vague language that permits military intervention in the event of “civil disturbances.” According to the rule:

“Federal military commanders have the authority, in extraordinary emergency circumstances where prior authorization by the President is impossible and duly constituted local authorities are unable to control the situation, to engage temporarily in activities that are necessary to quell large-scale, unexpected civil disturbances.”

Pentagon calls off new medal for drone, cyber warriors (AFP, Aproil 15, 2013):

WASHINGTON — Defense Secretary Chuck Hagel on Monday cancelled a new combat medal for US troops who launch drone strikes or cyber attacks after a torrent of criticism from veterans and lawmakers.

Hagel opted to scrap the new “Distinguished Warfare Medal” for a pin or device that could be added to existing medals to recognize service members operating unmanned aircraft or cyber weapons, Hagel said in a statement.

The now cancelled medal had provoked outrage among active duty and retired troops, who called it insulting due to its high ranking in the military’s hierarchy of traditional combat medals — above the prestigious Bronze Star for valor and the Purple Heart.

Pentagon creates 13 offensive cyber teams for worldwide attacks (RT, March 13, 2013):

The head of the United States Cyber Command says the US is developing 40 new teams of cyber-agents that will both protect America’s critical infrastructure from hackers and as well as launch attacks against the country’s adversaries.

Gen. Keith Alexander, who leads both the Cyber Command and the National Security Agency, told the US Senate Armed Services Committee on Tuesday that the 40 online support teams should be ready for action by 2015, with 13 of those units existing specifically to attack other countries.

Alexander has been reluctant to go into detail about how the newly-designed teams will engage in cyber battle with America’s enemies, but he did say that the 13 squads of offensive fighters won’t be sitting around waiting for hackers from abroad to strike first. The NSA chief described the groups as ‘‘defend-the-nation’’ teams but also stressed that their role will be one that puts them on both sides of the action. Continue reading »

800000 Pentagon staff face unpaid leave (Financial Times, Feb 20, 2013):

The “vast majority” of the Pentagon’s civilian personnel will be put on temporary unpaid leave if automatic spending cuts take effect on March 1, leaving 800,000 workers without pay for one day a week for more than five months.

In a letter to all US defence department employees, defence secretary Leon Panetta warned of “a serious erosion of readiness across our force” that would occur under sequestration – budget cuts worth $1.2tn over a decade under which military spending will take a big hit.

But Mr Panetta also said he was “deeply concerned” about the fate of Pentagon staff and their families. “We are doing everything possible to limit the worst effects on DoD personnel – but I regret that our flexibility within the law is extremely limited,” Mr Panetta said. Military personnel will be exempt from the automatic cuts, but civilians will be affected – and beginning in April will be subject to a one day per week furlough for 22 weeks. Mr Panetta said employees would be given 30 days’ notice before the furloughs.

EXCLUSIVE: DoD Report Reveals Some Detainees Interrogated While Drugged, Others “Chemically Restrained” (truthout, July 11, 2012):

Detainees in custody of the US military were interrogated while drugged with powerful antipsychotic and other medications that “could impair an individual’s ability to provide accurate information,” according to a declassified Department of Defense (DoD) inspector general’s report that probed the alleged use of “mind altering drugs” during interrogations.

In addition, detainees were subjected to “chemical restraints,” hydrated with intravenous (IV) fluids while they were being interrogated and, in what appears to be a form of psychological manipulation, the inspector general’s probe confirmed at least one detainee – convicted “dirty bomb” plotter Jose Padilla – was the subject of a “deliberate ruse” in which his interrogator led him to believe he was given an injection of “truth serum.”

Truthout obtained a copy of the report – “Investigation of Allegations of the Use of Mind-Altering Drugs to Facilitate Interrogations of Detainees” – prepared by the DoD’s deputy inspector general for intelligence in September 2009, under a Freedom of Information Act (FOIA) request we filed nearly two years ago.

Over the past decade, dozens of current and former detainees and their civilian and military attorneys have alleged in news reports and in court documents that prisoners held by the US government in Guantanamo, Iraq and Afghanistan were forcibly injected with unknown medications and pills during or immediately prior to marathon interrogation sessions in an attempt to compel them to confess to terrorist-related crimes of which they were accused.

The Questionable Past of the Man Who Decides Who U.S. Drones Will Kill (The Atlantic, May 23, 2012):

As I figure it, there are two death panels in the United States. One is within the C.I.A., where high-ranking intelligence professionals decide, via some opaque protocol, who they want to kill with armed drones. I used to assume that they put all the names on a list. But it was subsequently reported that sometimes the C.I.A. kills people whose identities it doesn’t even know.

Then there’s the other death panel. It determines whose death will be sought by drones that the Department of Defense controls. These human targets used to be determined in a meeting that involved the chairman of the Joint Chiefs of Staff, various unnamed national security officials, and Obama Administration counterterrorism adviser John Brennan. They’d talk things over and debate names.

Now the protocol is changing for both programs.

“White House counterterror chief John Brennan has seized the lead in choosing which terrorists will be targeted for drone attacks or raids, establishing a new procedure for both military and CIA targets,” Kimberly Dozier of the Associated Press reports. “The effort concentrates power over the use of lethal U.S. force outside war zones within one small team at the White House … Under the new plan, Brennan’s staff compiles the potential target list and runs the names past agencies such as the State Department at a weekly White House meeting.”

Yearly Bill for Pentagon’s No-Bid Contracts: $140 Billion (Wired, August 29, 2011):

How much should you pay for a futuristic lightning weapon that promises to explode roadside bombs before they harm U.S. troops? Like anything, it probably depends on who you buy it from, and the Pentagon has now spent over $50 million on one being developed by Tucson-based Applied Energetics.

The company was awarded tens of millions in military contracts for its lightning weapon, all without full and open competition, and despite numerous problems in testing. In August, the Marine Corps, which was on the verge of awarding the company yet another sole-source contract for the lightning weapon, cancelled the latest $3 million deal after the commander of a unit in Afghanistan slated to receive it decided it didn’t meet their needs.

In the meantime, a competitor, called Xtreme Alternative Defense Systems, an Indiana-based firm with its own lightning-based counter-bomb technology, says it’s had good results with only a small fraction of the federal funding that Applied Energetics has received — $1.5 million. The company is preparing to test its technology at a military range. “We did our own development based on state grants” and federal funds, says Pete Bitar, the head of the company. “I cashed out my 401(k).”

He is the subject of a documentary about his life, “The Most Dangerous Man in America,” nominated for a 2010 Academy Award, which took its title from the words former Secretary of State Henry Kissinger used to describe Ellsberg in 1971.

In the 1960s, Ellsberg was a high-level Pentagon official, a former Marine commander who believed the American government was always on the right side. But while working for the administration of Lyndon Johnson, Ellsberg had access to a top-secret document that revealed senior American leaders, including several presidents, knew that the Vietnam War was an unwinnable, tragic quagmire.

In an effort to crack down on child pornography, the Department of Homeland Security (DHS) and Department of Justice (DOJ) announced the seizure of 10 domains as a part of a new initiative called “Operation Protect Our Children” but they also shut down 84,000 seemingly innocent sites in the process.

“For all its positive impact, the Internet has also unfortunately created a new way for child predators to commit their inexcusable crimes,” said Assistant Attorney General Lanny A. Breuer of the DOJ in a statement. “The production and distribution of child pornography wreak havoc on innocent lives. With these domain seizures, we are taking our fight against child pornography to websites that facilitate the exchange of these abusive images.”
