How about the BBC staff knew that not only the senior management was totally aware and supportive of Jimmy Savile’s crimes, but that this went way beyond senior management?

Flashback:

Jimmy Savile scandal inquiry contains ‘pretty shocking’ revelations:

Last month the former head of Newsnight investigations claimed Alan Yentob, the BBC’s creative director, accused the journalists who exposed the corporation’s cover-up of Jimmy Savile’s crimes of being “traitors”.

Newsnight revealed the BBC’s attempts to stop the programme exposing Savile as a paedophile who carried out attacks on BBC premises.

BBC staff knew of Jimmy Savile abuse but culture of ‘fear’ kept them silent:

LONDON — A long-awaited report into the culture at the BBC that allowed TV personality Jimmy Savile to abuse children while working there has found that senior management were unaware of his actions.

Dame Janet Smith’s review, published Thursday morning, found that, while some staff were aware of Savile’s conduct, none of them reported it to their managers. Therefore she “found no evidence that the BBC as a corporate body was aware of Savile’s conduct.”

In the conclusion to her report, Smith wrote:

My conclusion is that a number of BBC staff were aware of specific complaints about Savile’s conduct and in two cases were aware of his sexual interest in teenage girls, some of whom might have been underage. All of these people ought to have reported their awareness to their line managers or to someone in a more senior position. None of them did so. The result is that I must conclude that there is no evidence that any senior member of staff (of Head of Department status or above) was aware of Savile’s conduct. It follows that I have found no evidence that the BBC as a corporate body was aware of Savile’s conduct.

She added that a culture of “fear” prevented them from reporting their concerns. Continue reading »

The Toxins That Threaten Our Brains (The Atlantic, March 18, 2015):

Leading scientists recently identified a dozen chemicals as being responsible for widespread behavioral and cognitive problems. But the scope of the chemical dangers in our environment is likely even greater. Why children and the poor are most susceptible to neurotoxic exposure that may be costing the U.S. billions of dollars and immeasurable peace of mind.

Forty-one million IQ points. That’s what Dr. David Bellinger determined Americans have collectively forfeited as a result of exposure to lead, mercury, and organophosphate pesticides. In a 2012 paper published by the National Institutes of Health, Bellinger, a professor of neurology at Harvard Medical School, compared intelligence quotients among children whose mothers had been exposed to these neurotoxins while pregnant to those who had not. Bellinger calculates a total loss of 16.9 million IQ points due to exposure to organophosphates, the most common pesticides used in agriculture. Continue reading »

California-Wine-Arsenic-Hoax

Mainstream media falls for California wine arsenic HOAX story: wine industry victimized by scientifically illiterate reporting (Natural News, March 23, 2015):

It makes you wonder why the media would sound an hysterical, irrational alarm over 50 ppb of arsenic in wine but remain totally silent about 50,000 ppb of mercury in flu shots which are INJECTED into the body (which is far more toxic than merely swallowing something). It turns out that if you’re concerned about arsenic in wine, you should be at least 100 times more concerned about mercury in flu shots. Continue reading »

More than half of UK rice products laced with arsenic – report (RT, Nov 3, 2014):

Arsenic may be known as the ‘perfect murder weapon’, but more than half of Britain’s popular rice products – including cereals and snack foods – are filled with the toxic chemical, a new investigation suggests.

According to research conducted by Channel 4’s Dispatches program and the Institute for Global Food Security, around 58 percent of rice-based products in the UK contain huge levels of arsenic.

If an individual is exposed to it over long periods of time, they risk a range of major health problems, including nervous system damage and bladder cancer. Continue reading »

Near-zero levels of arsenic found to significantly impair intelligence and reasoning of U.S. schoolchildren (Natural News, April 22, 2014):

As Natural News readers and fans already know, we’re hot on the trail pinpointing sources of heavy metals and understanding how they impair our physical and mental health. Now a groundbreaking study conducted in the United States on arsenic in drinking water has found something truly astounding: a mere 5 parts per billion (.005 ppm) of arsenic caused “reductions in Full Scale, Working Memory, Perceptual Reasoning and Verbal Comprehension scores” in children.(1)

The research was led by Joseph Graziano, PhD, professor of Environmental Health Sciences at Columbia University’s Mailman School of Public Health. It involved 272 children from three school districts in Maine.

Graziano summarized the findings by explaining “aspects of performance intelligence, particularly perceptual reasoning and working memory, are impacted by exposure to arsenic in drinking water.”

He goes on to say, “we also observed a steep drop in intelligence scores in the very low range of water arsenic concentrations.” Continue reading »

China revealed a major state secret … and just told another lie.

20%??? Make that 60% and we’re probably much closer to the truth.

I’ve studied acupuncture in China and even back then China was already polluted.

My Tai Chi teacher told us in 1997 that Chinese herbs are contaminated and have become pretty much worthless and outright dangerous to one’s health.

(They had to heavily contaminate China and bombard them with our junk food, because otherwise it would be almost impossible to depopulate China. And killing 6 billion people is not an easy task.)

At least we can be rest assured that China’s elites know what is good for them:

China just revealed a major state secret: nearly 20% of its farmland is polluted (Quartz, April 18, 2014):

Almost one-fifth of China’s farmland is polluted, according to a government report released this week. Officials have acknowledged the country’s problems with water and air pollution, but the extent of soil contamination has been a closely guarded “state secret,” for fear of incriminating certain provinces or companies.

About 19.4% of China’s farmland is polluted by cadmium, nickel and arsenic, according to the seven-year study that analyzed a little over half of China’s entire land area. One-fifth of China’s total arable land is about 26 million hectares (64 million acres), the same area as the United Kingdom, by the most recent estimates.

How to block nearly all the mercury in your diet using common, everyday foods (Natural News, March 18, 2014):

As part of my ongoing scientific research into heavy metals, elemental retention and metals capturing (see explanatory videos here), I have identified and documented anti-heavy-metals substances which have a remarkable natural affinity for binding with and “capturing” heavy metals.

Why is this important? Because much of the “scientific” community today is actually corporate-driven junk science that’s trying to poison you with mercury in vaccines, mercury in dental fillings, heavy metals in fluoride, GMOs, pesticides and more. It is extremely rare for anyone to actually spend time, money and effort to research how to REMOVE mercury from your body… and then publicly share that information in the interests of public health.

That’s why I humbly ask that you share this article with as many people as possible, and especially share the chart below which describes the most effective natural foods and dietary substances for binding with mercury. Continue reading »

Which parts of America are the most contaminated with arsenic? (Natural News, March 5, 2014):

Heavy metal poisoning is becoming a very serious issue in America today, as toxins in groundwater and soils, some of which have persisted there for decades, are increasingly turning up in both drinking water and the general food supply. All across the country, residues of arsenic, lead and other heavy metals have been detected in well water, crop soils and even foods marketed toward the health-conscious, including some popular rice protein brands, and yet the nation’s regulatory authorities are hardly batting an eye at this travesty.

FDA deliberately deceiving Americans over arsenic in rice, chicken and other foods; contamination now widespread (Natural News, Sep 15, 2013):

There is arsenic in rice, and it’s generally higher in brown rice than in white rice. Consumer Reports tested 223 samples of rice products in 2012 and found significant levels of arsenic in most of them, including inorganic arsenic (the really toxic kind).

As Consumer Reports found, it’s not unusual to see arsenic at levels of 200 ppb or more in rice-based baby cereals. Click here for the complete test results.

The release of this information freaked out the U.S. rice industry, resulting in enormous pressure being put on the FDA to try to assuage fears that rice products were contaminated with arsenic (which they are).

So the FDA, always working in the interests of food corporations rather than the public, issued a statement saying that yes, there was arsenic in rice, but no, it didn’t pose any “short-term” health risks.

Well, we already knew that. Otherwise people would be dropping dead from eating rice. But what the FDA totally glossed over was the long-term health risks from chronic exposure to arsenic.

Arsenic being intentionally added to conventional chicken (Natural News,May 30, 2013):

The old saying, “You are what you eat,” poses troubling implications for public health in light of a new study on chicken meat, which found that most of it contains dangerously high levels of toxic arsenic. And the worst part is that industrial chicken producers are directly responsible for causing this, as they intentionally add arsenic-based pharmaceutical drugs to chicken feed in order to bulk them up quickly and improve the color of their meat, which in turn poisons you and your family.

You can thank researchers from the Johns Hopkins Center for a Livable Future in Maryland for exposing this little-known fact in a recent paper published in the journal Environmental Health Perspectives. As it turns out, virtually all commercial chicken, including certified organic and “antibiotic-free” varieties, contain some level of inorganic arsenic. But it is the conventional chicken fed arsenic-based drugs that have the highest levels.

As reported by GRACE Communications Foundation Senior Policy Advisor Chris Hunt, writing for Ecocentric, Johns Hopkins researchers collected a variety of chicken samples from grocery stores in 10 cities across the U.S. Some of the meat samples came from conventional sources, while others were U.S. Department of Agriculture (USDA) certified organic or “antibiotic-free.” All the samples were tested side-by-side with each other, including in both raw and cooked form.

From the article:

FDA spokesman Noah Bartolucci told BBC News that the “FDA plans to review the new research on lead levels in imported rice released today”.

“As part of an ongoing and proactive effort to monitor and address contaminants in food traded internationally, FDA chairs an international working group to review current international standards for lead in selected commodities, including rice, and to revise, if necessary, maximum lead levels under the… Codex Alimentarius,” he said.

Codex Alimentarius!

As a side note:

If you give rats a LD1 (Lethal dose killing 1% of the rats) of mercury … 1% of the rats die.

If you give rats a LD1 (Lethal dose killing 1% of the rats) of lead … 1% of the rats die.

How many rats will die if you give them a LD1 of mercury AND a LD1 of lead?

Take a guess!

Answer: ALL OF THEM!!!

The researchers found the highest levels of lead in rice from China and Taiwan

US rice imports ‘contain harmful levels of lead’ (BBC News, April 10, 2013):

Analysis of commercially available rice imported into the US has revealed it contains levels of lead far higher than regulations suggest are safe.

Some samples exceeded the “provisional total tolerable intake” (PTTI) set by the US Food and Drug Administration (FDA) by a factor of 120.

The report at the American Chemical Society Meeting adds to the already well-known issue of arsenic in rice.

The FDA told the BBC it would review the research.

Lead is known to be harmful to many organs and the central nervous system.

11 shocking things you now realize to be true (but you never would have believed just three years ago) (NaturalNews, Nov. 11, 2011):

We are living through a time of great awakening. The people of our world are beginning to open their eyes and realize the stunning depth of the scams and collusion taking place all around them. These scams that steal their wealth, poison them with chemicals, enslave them with financial trickery and control their minds with propaganda. These scams are the very fabric of modern government, the mainstream media, universities and so-called “science” institutions.

Here are 11 of those scams that you probably never would have believed just 2-3 years ago; but now you probably realize these are true!

Welcome to the real world, my friends. Now that we recognize the depth of the scams, let’s change things for the better. (Occupy America!)

#1 – Most of the honey you buy in the grocery store contains no actual honey whatsoever

It’s true, the so-called “honey” isn’t even technically honey. Most of it is made of cheap “mystery” sweeteners, illegally imported from China, right under the nose of the FDA.

http://www.naturalnews.com/034123_h…
http://www.naturalnews.com/034102_h…

#2 – The fluoride that’s dripped into municipal water supplies is actually a highly toxic industrial chemical byproduct

This scam is exploding in the faces of all the ignorant dentists and doctors who have been pushing this poison for years. Once again, they were wrong; the “conspiracy theorists” were right.

http://www.naturalnews.com/033753_w…
http://www.naturalnews.com/031547_f…
http://www.naturalnews.com/031602_f…

#3 – Flu vaccines often contain live flu viruses and actually cause the flu as a way to worsen the flu season and scare more people into buying vaccines

It’s also true with MMR vaccines, which cause the measles. Flu vaccines are the greatest medical hoax that has ever been perpetrated on the world:

http://www.naturalnews.com/031043_f…

#4 – Ron Paul is deliberately stripped out of mainstream news reports, online polls and debate coverage in order to “game the system” against him

The power elite don’t really want “fair and open” elections in America, you see. It’s all about rigging the system to make sure a globalist puppet gets elected instead of a Man of the People.

http://www.naturalnews.com/033528_R…
http://www.prisonplanet.com/realcle…
http://www.prisonplanet.com/cnbc-ca…

#5 – The United States government openly trafficks illegal guns into Mexico as a way to cause gun violence in the USA

It all seemed so very clever until they got caught, and now it just seems flatly criminal. So why can the federal government run illegal guns and nothing happens to them, but if you or I do it, we go to prison for a long, long time? Continue reading »

Flashback:

FDA admits NOT testing for MERCURY, ARSENIC, or any other TOXIC HEAVY METALS in Sea Food

More Than 49 Million in US Drink Dirty Water, Containing Illegal Concentrations of Chemicals Like Arsenic, Radioactive Substances Like Uranium or Dangerous Bacteria Found in Sewage

(NaturalNews) After years of sweeping the issue under the rug and hoping no one would notice, the FDA has now finally admitted that chicken meat sold in the USA contains arsenic, a cancer-causing toxic chemical that’s fatal in high doses. But the real story is where this arsenic comes from: It’s added to the chicken feed on purpose!

Even worse, the FDA says its own research shows that the arsenic added to the chicken feed ends up in the chicken meat where it is consumed by humans. So for the last sixty years, American consumers who eat conventional chicken have been swallowing arsenic, a known cancer-causing chemical. (http://www.phillyburbs.com/news/loc…)

Until this new study, both the poultry industry and the FDA denied that arsenic fed to chickens ended up in their meat. The fairytale excuse story we’ve all been fed for sixty years is that “the arsenic is excreted in the chicken feces.” There’s no scientific basis for making such a claim… it’s just what the poultry industry wanted everybody to believe.

But now the evidence is so undeniable that the manufacturer of the chicken feed product known as Roxarsone has decided to pull the product off the shelves (http://www.grist.org/food-safety/20…). And what’s the name of this manufacturer that has been putting arsenic in the chicken feed for all these years? Pfizer, of course — the very same company that makes vaccines containing chemical adjuvants that are injected into children.

Technically, the company making the Roxarsone chicken feed is a subsidiary of Pfizer, called Alpharma LLC. Even though Alpharma now has agreed to pull this toxic feed chemical off the shelves in the United States, it says it won’t necessarily remove it from feed products in other countries unless it is forced by regulators to do so. As reported by AP:

Scott Brown of Pfizer Animal Health’s Veterinary Medicine Research and Development division said the company also sells the ingredient in about a dozen other countries. He said Pfizer is reaching out to regulatory authorities in those countries and will decide whether to sell it on an individual basis.” (http://www.usatoday.com/money/indus…)

Arsenic? Eat more!

But even as its arsenic-containing product is pulled off the shelves, the FDA continues its campaign of denial, claiming arsenic in chickens is at such a low level that it’s still safe to eat. This is even as the FDA says arsenic is a carcinogen, meaning it increases the risk of cancer.

The National Chicken Council agrees with the FDA. In a statement issued in response to the news that Roxarsone would be pulled from feed store shelves, it stated, “Chicken is safe to eat” even while admitting arsenic was used in many flocks grown and sold as chicken meat in the United States.

What’s astonishing about all this is that the FDA tells consumers it’s safe to eat cancer-causing arsenic but it’s dangerous to drink elderberry juice! The FDA recently conducted an armed raid in an elderberry juice manufacturer, accusing it of the “crime” of selling “unapproved drugs.” (http://www.naturalnews.com/032631_e…) Which drugs would those be? The elderberry juice, explains the FDA. You see, the elderberry juice magically becomes a “drug” if you tell people how it can help support good health.

The FDA has also gone after dozens of other companies for selling natural herbal products or nutritional products that enhance and support health. Plus, it’s waging a war on raw milk which it says is dangerous. So now in America, we have a food and drug regulatory agency that says it’s okay to eat arsenic, but dangerous to drink elderberry juice or raw milk.

Eat more poison, in other words, but don’t consume any healing foods. That’s the FDA, killing off Americans one meal at a time while protecting the profits of the very companies that are poisoning us with their deadly ingredients.

Oh, by the way, here’s another sweet little disturbing fact you probably didn’t know about hamburgers and conventional beef: Chicken litter containing arsenic is fed to cows in factory beef operations. So the arsenic that’s pooped out by the chickens gets consumed and concentrated in the tissues of cows, which is then ground into hamburger to be consumed by the clueless masses who don’t even know they’re eating second-hand chicken sh*t. Many years ago Dr. Pandalis wrote in a newsletter that part of the fluoride in table salt in Germany comes from chemical waste (and if I remember it correctly even radioactive waste)!!!

fluoride_water

(NaturalNews) Much of the fluoride added to municipal water supplies across the United States is imported from China, and is contaminated with heavy metals, according to a warning by Bernard Miltenberger, president of the Pure Water Committee of Western Maryland.

In a letter published in the Cumberland Times-News, Miltenberger notes that he first became aware of the issue in an engineering report for the city of Boulder, Colo. The report noted that the fluoridation chemicals used for the city’s water had been evaluated, and were found to contain lead levels of 40 milligrams per bag and arsenic levels of 50 milligrams per bag. The bags were being imported from China under no regulatory monitoring of acid or salt content.

Miltenberger then visited the Frostburg Water Filtration Plant in Maryland and noticed that the fluoride bags were not labeled with any importation information. He contacted the plant’s chemical supplier, Univar USA, and was then referred to Sovay fluorides. Sovay informed him that the fluoride had been manufactured by Shanghai Minthchem Development in China. Continue reading »

EPA Whistleblower On Gulf Health Risk Cover-Up: ‘People Who Work Near Corexit Are Hemorrhaging Internally.’

The combination of millions of gallons of oil and dispersants has made large areas of the Gulf toxic and dangerous, marine toxicologist Ricki Ott saying if she lived there with children she’d leave – based on her firsthand experience after the 1989 Prince William Sound, Alaska Exxon Valdez disaster and subsequent research, documented in her books titled, “Sound Truth and Corporate Myth$: The Legacy of the Exxon Valdez Oil Spill” and “Not One Drop – Betrayal and Courage in the Wake of the Exxon Valdez Oil Spill.”

Ongoing today, the legacy includes criminal negligence, bankruptcies, destroyed lives and livelihoods, domestic violence, severe anxiety, trauma, PTSD, drug and alcohol abuse, serious illnesses, suicides, massive loss of plant and wildlife, and vast ecological destruction from the 30 million or more gallons spilled, the State of Alaska’s conservative estimate, not Exxon’s 11 million figure, its lowball claim to hide the disaster’s magnitude and minimize its liability.

The Gulf catastrophe is infinitely greater, estimates up to three or more Exxon Valdez incidents (using Exxon’s figure) a week until capped. Yet some experts think another seabed hole (a few miles from the Macondo well) is emitting 100,000 or more barrels daily, greatly compounding the growing disaster, added to more by numerous small leaks, five or more alone in BP’s Macondo well – the “well from hell,” according to some.

Geologist Chris Landau is one, telling Petroleum World that “BP has drilled into a deep-core oil volcano that cannot be stopped, regardless of the horizontal drills the company claims will stop the oil plume in August.”

Ocean Energy Institute Founder Matthew Simmons is another, telling Bloomberg we’ve killed the Gulf of Mexico – its $2.2 trillion economy by depleting oxygen, decimating aquatic life and poisoning the food chain. We’ve also created a public health crisis, problems showing up first in cleanup workers experiencing dizziness, fainting, nausea, nosebleeds, vomiting, coughing, headaches, stomach upset, and difficulty breathing, compounded by heat, fatigue, hydrocarbon smell, and combined toxicity of oil and dispersants.

Besides other toxins, crude oil contains benzene, in even small amounts associated with leukemia, Hodgkin’s Lymphoma, other serious blood and immune system diseases, ventricular fibrillation, congestive gastritis, toxic gastritis, pyloric stenosis, myalgia, kidney damage, skin irritation and burns, swelling and edema, vascular congestion in the brain, and lethal central nervous system depression among others, depending on length and degree of exposure.

The EPA’s safe level is 4 parts per billion (ppb), yet Gulf levels reach or top 3,000, smelled hundreds of miles away, meaning residents inhaling fumes are ingesting dangerous toxins, raising their risk for serious future health problems, some potentially lethal.

Long-term exposure to benzene, ethylbenzene, xylene, toluene and other solvents may cause infertility, low-birth weight babies, miscarriages, decreased cognitive function, psychomotor coordination problems, weakened immunity, and increased risk of depression, insomnia, certain cancers, and other diseases.

In their book Generations at Risk, Ted Schettler, Gina Solomon, Maria Valenti and Annette Huddle reviewed the physical properties of solvents, enabling humans to ingest them saying:

“They evaporate in air at room temperature and are therefore easily inhaled; they penetrate the skin easily; and they cross the placenta, sometimes accumulating at higher doses in the fetus. In addition, many solvents (like benzene) enter breast fat and are found in breast milk, sometimes at higher concentrations than in maternal blood.”

“Solvents contaminating drinking water enter the body through skin absorption and inhalation in the shower, as well as through drinking water. In fact, the total exposure from taking a ten minute shower in contaminated water is greater than….drinking two quarts of the same water. Solvents are generally short-lived in the human body, lingering for no more than several days.” When longer-term, however, much greater harm results.

Exposure can cause “a range of ill effects, including damage to the skin, liver, central nervous system, lungs, and kidneys. Certain solvents can inhibit blood cell production.” Many are carcinogenic. Glycol ethers can cause birth defects, testicular damage, infertility, and failed pregnancies. Exposed men experience low sperm counts, women reproductive problems, everyone potential serious future health problems.

After the 2002 Galicia, Spain Prestige oil spill and 2007 South Korean Hebei Spirit one, fishermen and cleanup workers suffered from respiratory and central nervous system problems, even genetic damage. After the Exxon Valdez disaster, BP’s then medical director, Dr. Robert Rigg warned:

“It is a known fact that neurological changes (brain damage), skin disorders, (including cancer), liver and kidney damage, cancer of the other organs, and medical complications – secondary to exposure to working unprotected (or inadequately protected) – can and will occur (in) workers exposed to crude oil and other petrochemical by-products.” Short-term symptoms and complaints may be early warnings of serious long-term harm.

Public health specialists Ellen-Marie Whelan and Lesley Russell from the Center for American Progress said:

“We know that Exxon Valdez cleanup workers faced average oil mist exposure that was twelve times higher than government-approved limits, and those who washed the beaches with hot water experienced a maximum exposure 400 times higher than these limits. Many of those workers suffered subsequent health problems, and in 1989, 1,811 workers filed compensation claims, primarily for respiratory system damage, according to the National Institute of Occupational Safety and Health.” Today, we face “what some are calling the worst-ever ecological disaster without an appropriate public health response in place.”

Whelan and Russell also cited the dangers of “controlled burns,” saying “When we aerosolize those oil droplets, they can be breathed in, which can be very damaging to the lungs, and can” irritate the eyes, throat, and cause nausea and vomiting. Early May EPA air tests in the greater Venice, LA area showed toxin levels far exceeding safe standards onshore – 100 – 1,000-fold for volatile organic carbons (VOC), including hydrogen sulfide, and other emitted chemicals.

According to Ott and other experts, if air, land and water toxicity exceeds safe levels, Washington is obligated to evacuate residents, as it would ahead of a dangerous hurricane. “The current situation is a disaster in the making,” so far covered up and unaddressed.

Chemical Dispersants – Compounding the Disaster

According to the EPA:

“Dispersants have not been used extensively in the United States because of possible long term environment effects, difficulties with timely and effective application, disagreement among scientists and research date about their environmental effects, effectiveness, and toxicity concerns.”

Extensive use of them (two million or more gallons so far) is a giant uncontrolled human/wildlife/ecological experiment, especially combined with oil.

Oil is toxic at 11 parts per million (ppm) while Corexit 9500 at only 2.61 ppm, and Corexit 9527 even less, the EPA calling it an acute health hazard. Its main ingredient, 2-butoxyethanol, is a dangerous neurotoxin pesticide known to cause cancer, reproductive problems, birth defects, genetic mutations, blood disorders, and damage to kidneys, liver and central nervous system.

It’s not known if Corexit 9500 contains 2-butoxyethanol. Science Corps.org lists it among its toxic ingredients. For competitive reasons, Nalco, its producer, keeps its formula secret, but what’s disclosed is extremely toxic, including dioctyl sodium sulfosuccinate (DSS), causing severe eye and skin irritation as well as diarrhea, intestinal bloating, cramps and nausea when ingested, including by inhaling fumes. It’s also cytotoxic, especially to liver cells.

Corexit also contain arsenic, cadmium, chromium, mercury, cyanide, and other heavy metals. Dispersing oil with it increases toxicity 11-fold, suggesting a calamitous looming public health disaster, potentially affecting hundreds of thousands of area residents and in other states if toxins spread by rains. More than 20 percent of the nation’s water treatment systems have violated key provisions of the Safe Drinking Water Act over the last five years, according to a New York Times analysis of federal data.

The water system in Ramsey, N.J., has illegal concentrations of arsenic and the solvent tetrachloroethylene, both linked to cancer.

That law requires communities to deliver safe tap water to local residents. But since 2004, the water provided to more than 49 million people has contained illegal concentrations of chemicals like arsenic or radioactive substances like uranium, as well as dangerous bacteria often found in sewage.

Regulators were informed of each of those violations as they occurred. But regulatory records show that fewer than 6 percent of the water systems that broke the law were ever fined or punished by state or federal officials, including those at the Environmental Protection Agency, which has ultimate responsibility for enforcing standards.

Studies indicate that drinking water contaminants are linked to millions of instances of illness within the United States each year.

In some instances, drinking water violations were one-time events, and probably posed little risk. But for hundreds of other systems, illegal contamination persisted for years, records show.

On Tuesday, the Senate Environment and Public Works committee will question a high-ranking E.P.A. official about the agency’s enforcement of drinking-water safety laws. The E.P.A. is expected to announce a new policy for how it polices the nation’s 54,700 water systems.

“This administration has made it clear that clean water is a top priority,” said an E.P.A. spokeswoman, Adora Andy, in response to questions regarding the agency’s drinking water enforcement. The E.P.A. administrator, Lisa P. Jackson, this year announced a wide-ranging overhaul of enforcement of the Clean Water Act, which regulates pollution into waterways.

“The previous eight years provide a perfect example of what happens when political leadership fails to act to protect our health and the environment,” Ms. Andy added.

Water pollution has become a growing concern for some lawmakers as government oversight of polluters has waned. Senator Barbara Boxer, Democrat of California, in 2007 asked the E.P.A. for data on Americans’ exposure to some contaminants in drinking water.

The New York Times has compiled and analyzed millions of records from water systems and regulators around the nation, as part of a series of articles about worsening pollution in American waters, and regulators’ response.

An analysis of E.P.A. data shows that Safe Drinking Water Act violations have occurred in parts of every state. In the prosperous town of Ramsey, N.J., for instance, drinking water tests since 2004 have detected illegal concentrations of arsenic, a carcinogen, and the dry cleaning solvent tetrachloroethylene, which has also been linked to cancer.
