TOKYO — The operator of the Fukushima Daiichi nuclear power plant said Tuesday that the radiation level inside the crippled No. 2 reactor stood at an extremely high level between 31.1 and 72.9 sieverts per hour, underscoring the existence of radioactive substances from the melted fuel inside the structure.

TOKYO: A new probe at Japan’s crippled nuclear power plant has found fatal radiation levels and hardly any cooling water inside one of the reactors, renewing concerns about plant’s stability.

The operator of Fukushima Dai-ichi nuclear plant says an endoscopic examination on Tuesday detected radiation levels up to 10 times the fatal dose inside the No. 2 reactor’s contain chamber, suggesting challenges ahead in shutting down the facility.

The probe also found the containment vessel had cooling water up to only about 2 feet from the bottom, far below the 10 meters estimated when the government declared the plant’s stability in December. Plant workers also reported fresh leaks of contaminated water from a water treatment unit.

Fukushima reactor water level shallower than thought (The Yomiuri Shimbun, Mar. 28, 2012)

The water level in the containment vessel of the No. 2 reactor at the Fukushima No. 1 nuclear power plant is only about 60 centimeters deep, far shallower than previously assumed levels of about four meters, according to Tokyo Electric Power Co.

The lower-than-expected water level was discovered for the first time when the power utility used an industrial endoscope to check the crippled reactor’s interior on Monday, TEPCO said.

According to some experts, it is possible that nuclear fuel that melted through the reactor’s pressure vessel and accumulated on the bottom of the containment vessel in the aftermath of the March 11 earthquake and tsunami may not be completely covered in the water.

TEPCO said the water temperature in the vessel remained relatively low within a range of 48.5 C to 50 C. The discovery of the unexpectedly shallow water level will not affect TEPCO’s judgment that the reactor is in a state of “cold shutdown.”

TOKYO — One of Japan’s crippled nuclear reactors still has fatally high radiation levels and much less water to cool it than officials had estimated, according to an internal examination that renews doubts about the plant’s stability.

A tool equipped with a tiny video camera, a thermometer, a dosimeter and a water gauge was used to assess damage inside the No. 2 reactor’s containment chamber for the second time since the tsunami swept into the Fukushima Dai-ichi plant a year ago.

CHARLOTTE, N.C. — A passenger on US Airways flight 1697 from Charlotte to Ft. Myers, Fla., had to be restrained and put in hand ties after attacking the flight crew, according to police and airline officials.

NBC-17 reporter Jonathan Carlson witnessed the aftermath in the Ft. Myers terminal, and spoke exclusively with members of the flight crew onboard flight 1697.

They say the woman got out of her seat and attacked the crew, kicking them, spitting in their faces and knocking one flight attendant to the ground.

Now Is the Season for Japan (New York Times, March 22, 2012):

ONE bright early spring morning this month, I took myself to Ryoanji, the Kyoto temple that is home to the world’s most celebrated rock garden. There was not a single other foreigner in the place. Not even many Japanese were visible across the 120-acre compound (I’d scheduled my trip for spring break, when clamorous school tours are less in evidence).

So as I sat above the enigmatic presentation of 15 rocks, arranged with seeming randomness across a wide bed of raked sand, I could hear nothing but bird song from the cherry trees around me. A trickle of water from a thin bamboo chute issued into a stone basin around the corner, deepening as it intensified the silence. The characters around the basin said, “What you have is all you need.”

Stillness, spaciousness and undistractedness are what I had just then. Though foreign tourism to Japan as a whole plunged by 50 percent in the three months following the earthquake last March, as of January 2012 it was only 4 percent lower, according to the Japan National Tourism Organization.

Nevertheless, the quiet amplitude that is one of the special graces of Japan has a new resonance this year. On the surface, the country that greets someone arriving from San Francisco or New York tomorrow is startlingly similar to the place you would have seen two years ago, despite last year’s catastrophe. But deep down, Japan seems more vulnerable, and thus more wide open, than ever.

The 9.0 earthquake, tsunami and nuclear meltdown that hit the country on March 11, 2011, claimed almost 20,000 lives, overturned an economy that had already been foundering through 20 years of recession, and demoralized a citizenry dealing with one suicide every 17 minutes, a loss of direction, and what is now seven prime ministers in fewer than six years.

Yet it also highlighted the resilience, self-possession and community-mindedness that are so striking in Japan; suddenly, the country that had seemed to insist on its difference from the rest of the world could be seen in its more human, compassionate and brave dimensions. Japan has long been what the globally savvy magazine Monocle called, in a recent issue, “The World’s Most Charming Nation”; now it is also one of those most grateful for visitors.

This chart tells millions of stories. I’m trying to get my head around its implications.

That’s right: since 1984 (surely an appropriate year) while the elderly have grown their wealth in nominal terms, the young are much worse off both in inflation-adjusted terms, as well as nominal terms (pretty hard to believe given that the money supply has expanded eightfold in the intervening years). So why are the elderly doing over fifty times better than the young when they were only doing ten times better before?

Are young people a stupefied generation coddled by parents and government, addicted to welfare, junk food, drugs and reality TV?

To some extent, but are they any less fiscally and morally responsible than the marijuana-smoking, free-love-embracing, national-debt-accruing baby boom generation? That’s a matter of opinion, but my answer is probably not. Baby boomers hate Ron Paul, while the under-35s seem to love him.

Is it due to government policies that favour the elderly and screw the young?

Naturally, coming from Geithner, it meant this statement was a flat out lief the second it left his mouth, which is why we decided to do our own analysis of just when the latest and greatest debt ceiling would be breached. The answer is that at the current rate of debt issuance, which incidentally is going to accelerate sharply due to the recent extension of the payroll tax cuts which will require an incremental $100-150 billion total debt to be funded, and extrapolating future issuance solely on historical patterns, the US debt ceiling D-Day will be September 14, 2012. This means that there will be just over 6 weeks for the GOP to hijack each and every presidential debate before the November election with just this topic. Because there will hardly be anything more humiliating for Obama than to have to defend his platform even as the country is once again past the verge of insolvency, and forced to “commingle” retirement funds to keep Treasury operations running. Which incidentally is just as we predicted would happen when we explained why the GOP fast shelved the payroll tax debate so rapidly. It was nothing but a prelude to precisely this. Because once it is raised, and it will be raised of course, next up will be yet another ratings downgrade by S&P and this time, Moody’s as well. All of which will most likely happen before November.

Fukushima mayor demands apology from Kobe prof. over claims he fled city (The Mainichi, Mar 28, 2012):

FUKUSHIMA — The mayor of this prefectural capital is demanding an apology from a Kobe University professor for false comments the professor allegedly made about the civic leader during a lecture.

Fukushima Mayor Takanori Seto sent a letter on March 26 demanding radiation metrology professor Tomoya Yamauchi apologize for claiming during a lecture that Seto had fled his city — the capital of Fukushima Prefecture, host to the disaster-stricken Fukushima No. 1 nuclear plant — and was commuting to work by official car from the city of Yamagata.

Yamauchi admitted to the Mainichi on March 27 that he had made the comments, and said he would “consider a response once the letter has arrived.”

According to the Fukushima Municipal Government, Yamauchi made the statement at a Feb. 18 lecture in Osaka, held to oppose accepting debris from the areas worst-hit by the March 2011 disasters.

“Fukushima city needs to be evacuated,” Yamauchi said at the lecture. “The city administration isn’t doing much of anything, but there is one man there doing the right thing: the mayor. He’s living in Yamagata and goes to work in Fukushima every morning by official car.”

Seto in fact continues to live in the city of Fukushima.

TEPCO announced on March 27 that they directly measured the radiation levels inside the Containment Vessel at Fukushima I Nuclear Power Plant for the first time since the accident had started, and the maximum level was 73 sieverts/hour.

It is the highest level measured after the accident. If one is exposed to radiation at this level, the radiation sickness including vomiting starts in less than one minute, resulting in death in about 8 minutes. TEPCO says “It is impossible for human workers to work inside the CV. In order to fully understand the condition inside, it will be necessary to develop equipments that withstand high levels of radiation.”

Can Congress legalize tyranny by passing a law that says it can? Can Congress shred the Bill of Rights by passing a law that says it can? Well, Congress has passed such a law, and President Obama–the most effective Trojan Horse president in American history, a plutocrat dressed as a “progressive”– rushed to sign it on New Years Eve 2011 when nobody was looking.

This is not a partisan issue, though various flaks and toadies are attempting to make it so. Here is how the American Civil Liberties Union (ACLU) describes the NDAA: Indefinite Detention, Endless Worldwide War and the 2012 National Defense Authorization Act.

He signed it. We’ll fight it. President Obama signed the National Defense Authorization Act (NDAA) into law. It contains a sweeping worldwide indefinite detention provision. The dangerous new law can be used by this and future presidents to militarily detain people captured far from any battlefield. He signed it. Now, we have to fight it wherever we can and for as long as it takes.

The problem that all the congressional supporters of the NDAA don’t seem to get is that the difference between a dissenter and a “belligerent” is in the eye of the beholder. This is why the Founding Fathers guaranteed civil liberties against the power of the Central State. Now those guarantees have been overthrown by the pursuit of endless war against an ill-defined threat by a congressional act that no military or law-enforcement agency requested: this is 100% politico-instigated.

We have one last chance to restore at least a part of the Bill of Rights. Some members of Congress awakened from their fund-raising somnambulance and proposed the Due Process Guarantee Act which would restore the Bill of Rights to its proper place in US law.

So do one thing today for the nation and its liberties: contact your representative and senators to press them to support this bill. Ask them which military or law enforcement agencies requested that Congress nullify the Bill of Rights with the NDAA. Advise them to do the correct thing for once in their sordid little careers and vote for the Due Process Guarantee Act.

As if the ‘risk-less’ dollar-swaps the Fed has extended to any and every major central bank were not enough, William Dudley just unashamedly admitted that the Fed now holds ‘a very small amount of European Sovereign Debt’. Explaining this position, as Bloomberg notes:

  • *DUDLEY: FED HOLDS OVERSEAS SOVEREIGN DEBT TO MANAGE RESERVES
  • *DUDLEY: HIGH BAR FOR ADDITIONAL PURCHASES OF EUROPE DEBT

Dudley, testifying to a House panel, noted that he doesn’t see more efforts by the Fed to buffer the US from Europe’s tempests and believes European banks are deleveraging in an orderly manner. So not only is the US taxpayer bailing out Europe via the IMF (as we noted here a week ago using Greece as an intermediary) and the Fed is providing limitless USD swap lines but now we join the ECB in monetizing European government bondssomething we warned might happen back in December 2010. As for being a small amount – wasn’t MF Global’s holding relatively small too? And aren’t we getting a little full from all this buying?

Over the last several weeks I have tried to bring a more accurate picture of the debts of a number of nations to you. There has been no bias and the figures have stood on their own merit. The statistical component of the European Union, Eurostat, is quite clear; they do not count guarantees or contingent liabilities as part of any nation’s debt. We might all note that if Nestle or IBM or General Electric did this they would find their senior executives jailed for Fraud but never mind; this is the methodology of the EU which quite obviously masks the truth. The problem then is not the simple math used to obtain a more accurate debt to GDP ratio but in digging out the various guarantees, contingent liabilities and obligations of any member nation of the European Union. “Time consuming” would be the accurate words because you have to sleuth around like Sherlock Holmes to come up with the data. Yes, it is all there somewhere or another but it is nowhere all together and so must be found.
